All photos were taken by Lee Hill on March 14, 2015. 2. The facility is owned by Haywood County and is operated by Consolidated Waste Services. 3. The service area for the facility is Haywood County. 4. Waste is transported to the White Oak MSW Landfill Facility (Permit 44-07-MSW) in Waynesville, North Carolina for disposal. 5. The hours of operation for the facility are Monday through Saturday 7:00am to 5:00pm. Records Review 6. The current operations plan and permit were available for review upon request. The Permit to Operate for the facility expires on October, 18, 2016. Please submit a request to the permitting branch for permit review no later than April 18, 2016. 7. Daily tonnage reports were reviewed from April 2015 until present. The facility receives approximately 35 tons per day. 8. Waste screenings form January 2016 through March 2016. Screenings appeared to be performed with good frequency and provided good documentation of observed unacceptable waste streams and final disposition of those wastes. 9. The original scrap tire forms are taken from the facility and are kept at county offices in Waynesville. Operations Inspection of Transfer Station (4408) 11. The transfer station only accepts waste from citizens and small haulers. All large trucks are directed to the landfill for disposal. 12. The tipping floor and floor drains were observed and appeared to be in good condition. Facility staff was actively cleaning the floor drains during the inspection. 13. Waste is packed from the rear into enclosed transfer trailers. 14. The leachate collection system consists of a sump pump system that is directly connected to the sewer system. Sump pump cleanout records were available for review. 15. Windblown material was minimal and was well managed at the time of inspection. 16. No banned waste was observed on the tipping floor at the time of inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 Tipping floor Operations Inspection of Electronics and Fluorescent Bulb Collection Area 17. Electronics and Florescent bulbs are collected in a warehouse located to the northwest of the scalehouse. 18. Electronics are sorted, palletized and placed in a van trailer for shipment to the electronic recycler. 19. Electronic are sent to CompuPoint in Norcross, Ga for recycling. 20. Florescent bulbs are collected, stored and sent to Clean Lights in Spartanburg, SC for disposal. Electronics Area Operations Inspection of White Goods Collection Area 21. White goods and scrap metal is collected on a concrete pad located to the north of the transfer station. 22. White goods are staged and loaded upright into roll off containers which are taken to Mountain Metals in Asheville for recycling. 23. CFC’s are removed from white goods at Mountain Metals. Tires are loaded and stored in van trailers which are transported to Northeast Georgia Tire Recycling in Hartwell, Ga. Other Comments 25. The facility collects used cooking oil for recycling. 26. Single stream recycling is brought to the facility by waste haulers and is stored in the “Blue Bag Bunker” area. 27. Material in the “Blue Bag Bunker” is transported to Curbside Management, Inc. in Asheville for recycling. 28. No unacceptable material or objectionable odors were observed in the “Blue Bag Bunker” area. 29. Segregated Clear and mixed glass is collected in separate bunkers adjacent to the “Blue Bag Bunker “area. 30. The glass collected is sent to Reflective Recycling in Wilson, NC for recycling.
