Appendix G – Geotechnical Field Reports

1. Please provide the lab data of the referenced Standard Proctor (density and moisture
relationship by ASTM D 698).

Control test data for earthwork and compacted clay liner construction are provided in
Appendices H and I, respectively.

2. Are the in-place density data (including 903 by nuclear gauge, 41 by sand cone and 44
by drive cylinder) in Appendix G associated with earthwork construction of berm,
subgrade (backfill) of the landfill Cell 10 (Section 3.0 of the CQA Plan)? Some of the
data are likely also associated with compacted clay liner construction. Please clarify
to avoid confusion and facilitate to confirm if the report meets the requirements state

in the CQA Plan and specification, please separate the clay liner data from the data of
earthwork.

Appendix G has been provided as the original field data testing performed by the
geotechnical testing firm (Froehling & Robertson, Inc.). S+G duplicated these results
in Appendices H and I for NC DEQ review. Table A, below, summarizes which nuclear
density tests are associated with earthwork and compacted clay liner construction.
These notes are provided at the bottom of each record test summary in Appendices H
and I.

Sand cone and drive cylinder test results have been separated into a subsection in
Appendix G to avoid confusion.

Soil liner control test summary for borrow soils has been revised to correct the liquid
limits for 125668 and 125685.

Appendix I2 – Test Pad Control Tests

4. The data of moisture content (%) in the Soil Liner Control Test Summary Table are
not consistent with those provided by the lab. Please clarify.

Natural moisture content (%) has been added to the control test summary for the
Test Pad Control Tests. The natural moisture content (%) has also been added to the
summary table for all compacted clay soils and protective cover samples.

Appendix I3 – Record Tests

5. Please provide drawings to show test locations.

A drawing has been provided with approximate locations of nuclear density, drive
cylinder, and undisturbed permeability tests.

6. Should the compaction effort for each soil sample in the test pad area (Test Numbers
405 through 416) be calculated by the referenced maximum dry density from the test
pad (Test Numbers 124235, 124238, 124239, 124240) as shown in Appendix I1? Please
clarify.

Control tests are taken prior to construction of the test pad to verify selected
materials will meet minimum project specifications. In-place moisture-density
testing on the test pad was based on previously approved materials to ensure
undisturbed hydraulic conductivity (shelby tubes) meet minimum project
requirements (1.0 x 10-7 cm/s).

Test pad control samples were taken as grab samples on the edge of the test pad on
each lift and may have consisted of a blend of multiple materials. S+G believes the
reference values used at the time of test pad construction represent the tested
material and meet the minimum project specifications, further indicated by passing
hydraulic conductivity tests.

Below are the comments on the CQA Report for Cell 10 construction (11/2017), Samson County MSWLF,
8202-MSWLF-2000.
1. (Section 7.3, Table 5, & Appendix K2) Four lots of the textured HDPE were delivered and used in theCell 10 construction. Please correct the typo.

2. The manufacturer’s warranty of the HDPE (both smooth & textured) should be appended in Appendix
K.

3. (Appendix K, Repair Log) The described defect locations for repair samples R-32, R-370 are differentfrom the ones shown on Drawing No. AB-01.

4. (Drawing No. AB-01) The following sample identification numbers in the drawing are different from
those in Repair Log in Appendix K:
R-466 (DS-66), R-531(DS-56), R-398 (P130/132/133).
