Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This facility serves as the yard waste treatment and processing site for Forsyth County. 2. The facility is permitted to receive wood waste, including yard waste, unpainted and untreated wood waste (including wood pallets), woody waste from disaster debris management and land clearing activities, leaves and grass clippings. Composting is no longer a permitted activity at this facility. 3. The City of Winston-Salem contracts with Wallace Farms, Inc. to manage operations at the facility. In turn, Wallace Farms, Inc. sub-contracts with Wrico, Inc. to handle the day-to-day operation of the site. Wrico’s primary responsibility is to assist customers, screen incoming loads, segregate and properly dispose of unacceptable waste, stockpile ground materials, and load trailers on behalf of Wallace Farms, Inc. Wallace Farms, Inc. grinds and transfers all yard trash and yard waste capable of being composted to its facility in Davie County. Only boiler fuel and mulch products are produced at the facility. 4. The facility was found to be clean and well-maintained. No windblown litter was observed. 5. The facility is secured by means of a chain link fence with two locking gates. The northwestern gate is used by all customers when entering and leaving the site. 6. Proper signage was observed at the entrance to the facility. 7. Storm water disperses and sheet flows across the site. An asphalt berm, situated near the top of the driveway leading to the back (southeastern) gate, slows the flow of surface water and directs it to the grassy area along the southern property line. No evidence of erosion or sedimentation was visible during this inspection. 8. The facility appeared to be in compliance with required setbacks. 9. Much of the facility is paved, including most internal roadways. Signs are posted to direct traffic, and adequate space is provided to allow vehicles to maneuver safely to load and unload. 10. Access roads are of all-weather construction. Paved areas of roadway were observed to be in good condition. One area of unpaved road had been damaged by heavy equipment, and ruts were observed with water ponding in them. Ensure that maintenance is performed to the access road to eliminate ponding water. 11. Customers enter the site and pass over the scales, where city staff weighs the load and examines it using a closed-circuit camera system. If the load is deemed acceptable, the customer is directed to a tipping area to unload waste. Small vehicles and residents are directed to a small area in the lower section of the facility and larger commercial vehicles are directed to a tipping area in the upper section of the facility near the permanently installed electric grinder. Mr. Rickett indicated that an updated camera system was being purchased for the facility to enable more effective screening of incoming loads. 12. No grinding operations were taking place during this inspection. However, trailers were being loaded with processed wood waste for transport to Wallace Farms, Inc. 13. Fire suppression equipment includes fire extinguishers, located in the small field office, and water hose at the grinder. 14. Storage areas contained piles of processed and unprocessed material. The piles appeared to meet the size limitations specified in the Permit to Operate, and were accessible from all sides. No unacceptable waste was observed in the wood waste piles. 15. Large logs that cannot be processed in the grinder are separated from material waiting to be processed. Some of the logs are used to confine vehicles to the paved roadway and to delineate unloading areas. The remaining logs are either sheared to a size that can be processed in the grinder or moved to the Wallace Farms facility. 16. Some ponding water was observed near several of the processed wood waste piles. Mr. Rickett stated that the water was a result of the melting snow. Ensure that stockpile areas are reshaped and maintained to eliminate the ponded water and prevent water from ponding in the future. 17. A roll-off container is located on the north side of the site near the entrance gate. It is used to collect any unacceptable wastes found in the loads after they are dropped off at the site. The container is emptied as needed at Hanes Mill Landfill (permit no. 3402). What appeared to be shrubbery and brush was observed in the roll-off container during the inspection. Wrico staff removed the wood waste before the inspection was completed. 18. A small pile of scrap tires (~10 tires) was observed next to the roll-off container. These same tires had been observed at the site during the previous inspection on April 10, 2017. At that time, city staff stated that the tires would be removed for proper disposal that same week. Mr. Rickett directed his staff to load up the scrap tires and take them to the Hanes Mill Landfill (Permit 3402) for proper disposal by the end of the operating day. In fiscal year 2016-17, a total of 21,400.86 tons of material was accepted at the site. During the current fiscal year, 10,324.25 tons of waste had been accepted so far.
