The yard waste notification (YWN) is owned and operated by the North Carolina Zoological Park. 2. The YWN is located ~ 150 feet through a wooded area adjacent to the NC Zoological Park’s permitted Small, Type 3 Solid Waste Compost (SWC) operation (76-04). 3. Mr. Ledbetter stated that the area allotted for the YWN operation is ~ 6,000 ft2. 4. This YWN is a new operation using previous ID No. 76-004. The NC Zoological Park operated YWN 76-004 elsewhere on the property. It was closed in March 2017. 5. The site is not open to the public. It is accessed by City of Asheboro personnel and North Carolina Zoological Park employees. 6. Mr. Adams stated that only leaves are accepted for composting and the production of leaf mulch and that the site has ceased accepting leaves for the current collection season. 7. The facility plans to accept leaves from ~ October through November each year in order to help ensure the compost is free of non-compostable materials. 8. At the time of the inspection, there was one pile of leaves on site. 9. Temperature records were observed for the leaf pile demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. 10. Mr. Adams stated that the facility received ~ 2,000 yd3 of leaves from October through November 17, 2017. 11. Ensure material located at the YWN is less than 6,000 yd3 quarterly, processed and unprocessed combined. 12. The compost created will be used in planting areas. The leaf mulch will be placed in non-pedestrian areas/natural areas. 13. The Eastside Volunteer Fire Department can be contacted to address an emergency at the facility. 14. Access roads are of all-weather construction. 15. The facility is secured by a locked gate from within zoo property and from an entrance off Panther Creek Road. 16. The YWN shall be renewed annually, by June 1st. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
