Partial Facility Compliance Inspection. Unannounced.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;

01 - This Facility Compliance Inspection was unannounced.
02 - The site is being used by Al Collie with Collie’s Landscaping.
03 - The landfill is located on property owned by Sidney A. Collie Jr. This is a 32.99 ac. tract of land, Parcel ID#
025622 and recorded in Book 1815 Page 932 of the Nash Co. Register of Deeds.
04 - The two - acre boundary of the landfill has been re-surveyed and has a small amount of waste outside of the
boundaries. Mr. Collie owns the adjoining property and is currently working on moving all waste that extends
outside of the boundary markers that have been put up by the surveyors.
05 – Mr. Collie has put up permanent markers. The waste outside of the boundaries appears to be 95 % back inside of
the facility boundaries.
06 - Land clearing and Inert Debris was onsite. Some metal was mixed into the Inert Debris and was being screened out
of waste stream. Metal is sold for recycled revenue.
07 - Overall site appeared to be manage well. The East Side Slopes are being shaped up a bit to prevent erosion.
08 – Records of incoming waste are kept in the mailbox at the entrance ramp at the LCID.
09 – A new off load ramp has been constructed.
10 – Digital pictures were taken during this facility inspection and attached.
11 – Mr. Collie is currently working on getting another LCID Notification. This will enable him to finish the
work being done as to getting all waste back inside of the boundaries.
