ADDITIONAL COMMENTS
On November 13, 2017, John Patrone met with Jason Jernigan, Richard Lovett, and Lewis Walker to conduct a
comprehensive inspection of the City of Greensboro MSW landfill - White Street Landfill on White Street in Greensboro,
Guilford County.
1. The City of Greensboro operates a municipal solid waste (MSW) landfill (Phase III, 41-12). The property also
contains a large type 1 solid waste compost (SWC) facility (41-03), a construction and demolition debris (C&D)
landfill atop a closed MSW landfill (Phase II, 41-03) adjacent to a closed unlined MSW landfill (Phase I), and a
temporary disaster debris staging site (TDDSS, DS41-002).
2. The facility is open Monday through Friday 7:50 am to 4:50 pm and Saturday 7:00 am to 1:00 pm.
3. The facility site plan, permit, and operations plan were discussed.
4. The MSW landfill is permitted to operate Phase III, Cells 1, 2, and 3.
5. Solid waste is currently being placed in Cell 3.
6. The MSW landfill Cells 1 and 2 contain intermediate soil cover.
7. The facility is permitted to receive solid waste from Guilford County.
8. The facility does not routinely receive MSW. Municipal solid waste is processed through the City of Greensboro
Transfer Station (41-20) and hauled to other permitted disposal facilities.
9. The facility is permitted to receive ash from the City of Greensboro Wastewater Treatment Plant. The facility
can receive MSW from the City of Greensboro Transfer Station only in the event that the transfer station is unable
to be used and after it has attempted other disposal options.
10. Mr. Jernigan stated that the City of Greensboro MSW landfill has not received MSW from the transfer station
since 2006.
11. The facility is no longer accepting solid waste from the Cone-Nealtown Connector [roadway] construction project
that had bisected a nearby pre-regulatory landfill. Mr. Jernigan stated that the construction project was completed
during the summer of 2017.
12. The following employees are certified landfill managers:
a. Jason Jernigan, certification No. 740578, exp. 02/11/19
b. Lewis S. Walker, Jr., certification No. 976784, exp. 06/26/21
c. Timothy Williams, certification No. 54260, exp. 06/05/18
13. The facility has two scales. Each has an outside weight display unit.
14. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
July 6, 2015. No error is noted.
15. A vehicle scale test was conducted by Carlton Scale on September 27, 2017. Mr. Jernigan stated that the facility
has Carlton Scale test the scales quarterly.
16. The facility maintains daily and monthly records of the amount of solid waste received. Throughput records were
observed for July 2016 through October 2017. The facility received 34,821.76 tons.
17. The facility annual report (FAR) dated July 27, 2017 was received by the SWS. Facility throughput for July 2016
through June 2017 is 32,740.77 tons.
18. The facility does not conduct waste screenings as it only receives ash from the City of Greensboro Wastewater
Treatment Plant. Solid waste that had been received from the Cone-Nealtown Connector [roadway] construction
project was screened when loaded into trucks per agreement with the Division of Waste Management – Inactive
Hazardous Sites Branch.
19. The facility does not accept scrap tires or white goods.
20. Groundwater and methane monitoring wells observed were accessible.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

21. The facility has 10 groundwater monitoring wells: MW-17, MW-18, MW-19, MW-20, MW-21, MW-22, MW-
23, MW-24, MW-25, and MW-25D and two background wells: MW-15 and MW-16.
22. The facility has four surface water locations: SW-1, SW-2, SW-3, and SW-4.
23. The facility maintains semiannual groundwater and surface water monitoring and leachate test records that had
been submitted by S&ME, Inc., currently submitted by Golder Associates NC, Inc., and analyzed by
Environmental Conservation Laboratories, Inc. (ENCO). Records were observed for groundwater and surface
water monitoring and leachate testing conducted on September 26-27, 2016 indicated no exceedance and April
25-28, 2017 indicated an exceedance. Mr. Walker stated that semiannual groundwater and surface water
monitoring and leachate testing was conducted on October 16, 2017, results pending.
24. Leachate from Cells 1, 2, and 3 drains into a leachate manhole before being routed to the leachate storage tanks.
During the inspection, the leachate manhole was observed.
25. The facility has two 350,000-gallon leachate storage tanks with a secondary containment wall. Leachate is
generally maintained in tank A. Tank B is available for storage of atypical leachate production. During the
inspection, the leachate level in Tank A was 16.3 feet and Tank B was 4 feet. The leachate tanks are connected
by spillover pipe and can be pumped from one to the other.
26. The leachate storage tanks are connected to the City of Greensboro sanitary sewer.
27. The facility maintains a daily leachate inspection sheet that logs external tank condition, leachate tank gauge
operation, gallons leachate pumped, pump-down times, rain gauge totals, etc. Records were observed for January
through October 2017.
28. The leachate collection lines are required to be remote camera inspected every five years. The leachate collection
trunk lines were camera inspected by Jetclean America on September 13, 2016. The leachate header lines were
cleaned on September 16, 2016 and camera inspected on February 3, 2017.
29. The facility conducts methane monitoring at 13 methane monitoring wells (MGMW-1 through MGMW-3 and
MGMW-5 through MGMW-14) and at the scale house and operations building.
30. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by facility
personnel. Records were observed for February 6, 2017 (1st quarter), June 5, 2017 (2nd quarter), and September
5, 2017 (3rd quarter). No exceedance of the methane lower explosive limit (LEL) is noted.
31. The facility uses two GEM5000 gas analyzer units to conduct quarterly methane monitoring. Gas analyzer unit
calibration records were observed, conducted on August 24, 2017 and October 17, 2016. Mr. Walker stated that
one unit has been sent off for calibration.
32. The facility [Phase III] has a landfill gas collection system. The landfill gas is either piped to a nearby business
for use as boiler fuel or flared off. The landfill gas flare was observed in operation. The flare was operating at
801° F, system flow standard cubic feet/minute (SCFM) was 746, methane was 53.2%, carbon dioxide was 40.4%,
and vacuum was 15 inches water column (W.C.). Mr. Walker stated that the oxygen indicator on the display
board does not function and that the oxygen is measured manually with a GEM5000 landfill gas monitor
connected to the incoming transmission pipes and that measurements are conducted daily. During the inspection,
the oxygen measurement was taken with the landfill gas analyzer. The oxygen measurement was 0.5%. It is
recommended that the display board unit oxygen indicator is repaired.
33. In early 2018, the facility plans to install a generator on site to create electric from the landfill gas produced.
Ensure the SWS is informed regarding installation of the generator. Please contact Ming-Tai Chao,
Environmental Engineer, at 919-707-8251 for further discussion.
34. On January 5, 2015, the facility was issued a Division of Air Quality (DAQ) Title V permit No. 08830T08,
expiration date December 31, 2019.
35. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit
No. NCG120000, Certificate Of Coverage No. NCG120013. The NPDES permit would have expired on October
31, 2017 but has been automatically renewed for one year (DEMLR Stormwater Program letter, dated 10/17/17).
36. The facility is permitted to use Posi-Shell. Mr. Jernigan stated that Posi-Shell is not currently used.
37. The facility is permitted for leachate recirculation. Mr. Jernigan stated that leachate recirculation is not currently
conducted.
38. The facility is permitted to co-dispose of wastewater treatment sludge (WWTS) generated within its approved
service area. Mr. Jernigan stated that co-disposal of WWTS is not currently conducted.
39. The working face was covered with soil.

40. The landfill cap contained vegetative cover and appeared maintained.
41. Erosion and sedimentation controls appeared to be in good order.
42. The facility has installed edge of waste markers. Ensure edge of waste markers are maintained accordingly.
43. During the inspection odor was not detected.
44. Mr. Jernigan stated that the landfill cap is mowed four times a year.
45. Windblown material was not observed.
46. The facility has a water truck available for dust control.
47. The SWS sent a letter, dated July 24, 2017, to the City of Greensboro – Field Operations Department regarding
the submittal of an Alternate Source Demonstration Addendum for Phase III within 120 days.
48. The facility has proper signage.
49. Access roads are of all-weather construction.
50. The facility is secured by a locked gate.
51. Mr. Jernigan stated that in the event of an emergency the facility will call 911 for assistance.
52. The PTO expiration date is April 14, 2020.
53. The PTO renewal application shall be submitted to the SWS by October 14, 2019.
