ADDITIONAL COMMENTS
On November 13, 2017, John Patrone met with Jason Jernigan, Richard Lovett, and Lewis Walker to conduct a
comprehensive inspection of the City of Greensboro Large Type 1 Solid Waste Compost Facility on White Street in
Greensboro, Guilford County.

1. The City of Greensboro operates a large type 1 solid waste compost (SWC) facility (41-03). The property also
contains an active municipal solid waste (MSW) landfill (Phase III, 41-12), a construction and demolition debris
(C&D) landfill atop a closed MSW landfill (Phase II, 41-03) adjacent to a closed MSW landfill (Phase I), and a
temporary disaster debris staging site (TDDSS, DS41-002).
2. The facility is open Monday through Friday 7:50 am to 4:50 pm and Saturday 7:00 am to 1:00 pm.
3. The facility site plan, permit, and operations plan were discussed.
4. The facility is permitted to receive material from Guilford County.
5. The facility is permitted to conduct compost operations on Plat Nos. 1, 2, and 3.
6. Woody vegetation/high carbon to nitrogen ratio yard waste is ground for mulch.
7. High nitrogen to carbon ratio yard waste is composted.
8. Leaves are composted separately from other types of yard waste.
9. Facility operations are as follows: Plat No. 1 – materials receiving, yard waste grinding, and active yard waste
composting, Plat No. 3 – yard waste compost curing, leaf accumulation and active composting, grinding, and leaf
mulch production, and Plat No. 2 – overflow area and active composting.
10. At the time of the inspection, there were ~ 30 active compost windrows on site.
11. The active compost piles appeared well maintained and turned regularly.
12. Mr. Jernigan stated that compost is cured for 2 – 4 months.
13. The facility screens compost prior to being offered for sale.
14. Plat No. 2 contains ~ 10,000 yd3 of decomposed leaves. Mr. Jernigan stated that the decomposed leaves are ~ 10
years old and have previously met temperature requirements. The decomposed leaves are given to farmers,
reintroduced into the compost process, and used on the property. It is estimated that the decomposed leaves will
be used/gone in ~ a year.
15. Mr. Jernigan stated that the City of Greensboro leaf collection generally occurs from November through January.
16. The facility has two scales. Each has an outside weight display unit.
17. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
July 6, 2015. No error is noted.
18. A vehicle scale test was conducted by Carlton Scale on September 27, 2017. Mr. Jernigan stated that the facility
has Carlton Scale test the scales quarterly.
19. The facility maintains daily and monthly records of the amount of solid waste received. Throughput records were
observed for July 2016 through October 2017. The facility received 35,556.99 tons of yard waste.
20. The facility annual report (FAR) dated July 31, 2017 was received by the SWS. Facility throughput for July 2016
through June 2017 is 29,512.34 tons.
21. The active compost process at Type 1 facilities shall be maintained at or above 55 degrees Celsius/131 degrees F
for 3 days and aerated to maintain elevated temperatures.
22. The facility maintains active compost temperature records. Records for July 7, 2016 through October 18, 2017
were observed.
23. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit
No. NCG120000, Certificate Of Coverage No. NCG120013. The NPDES permit would have expired on October
31, 2017 but has been automatically renewed for one year (DEMLR Stormwater Program letter, dated 10/17/17).
24. The facility appeared to maintain adequate fire lanes.
25. The accumulation of stormwater in active compost areas was not observed.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

26. During the inspection odor was not detected.
27. Windblown material was not observed.
28. The facility has a water truck available for dust control.
29. Mr. Jernigan stated that in the event of an emergency the facility will call 911 for assistance.
30. The facility has proper signage.
31. Access roads are of all-weather construction.
32. The facility is secured by a locked gate.
33. The area abutting Plat No. 2 is not in use. The area is allotted for the TDDSS.
34. The PTO expiration date is May 5, 2020.
35. The PTO renewal application shall be submitted to the SWS by November 5, 2019.
