The facility is a permanent household hazardous waste (HHW) facility owned by Orange County. 2. The facility is located at the Walnut Grove Church Road Convenience Center (driving directions commonly map the facility location as Hillsborough; both Cedar Grove and Hillsborough locations will route to the facility). 3. The facility is open Monday, Tuesday, Thursday, and Friday 7:00 am to 6:00 pm, Saturday 7:00 am to 5:00 pm, and Sunday 1:00 pm to 6:00 pm. The facility is closed on Wednesday. 4. The facility household hazardous waste generator identification number is NCPH0681302. 5. The facility contingency plan was readily accessible. Ensure the most current copy is available. 6. The facility is permitted to receive HHW from Orange County. Material from conditionally exempt small quantity generators (CESQG) is not accepted. 7. Unacceptable wastes that must not be collected include: radioactive materials, infectious or biological wastes, explosives/shock sensitive material, organic peroxides, ammunition, and polychlorinated biphenyls (PCB) with the exception of fluorescent light ballasts and PCB household waste. 8. If unacceptable waste is brought to the facility it may be accepted for appropriate disposal. 9. The facility stores HHW in a three-compartment chemical storage building (self-contained unit), each compartment is separate from the other. Access is via a steel door to each compartment. The first compartment is used to store oxidizers, mercury containing equipment, and fluorescent bulbs and light ballasts, the second compartment is used to store pesticides and bases, and the third-compartment is used to store flammables, oil paints, aerosols, and propane cylinders. 10. Bulked material drums of acid are stored outside atop a secondary containment pallet. Latex paints and fire extinguishers are also stored outside. 11. Household hazardous waste is sorted by class and poured/placed into 55-gallon drums. 12. Product accumulation labels were observed on bulked material drums. 13. The three-compartment chemical storage building is equipped with secondary containment located underneath the floor of each compartment. Secondary containment is isolated by compartment. 14. The three-compartment chemical storage building secondary containment does not have sump outlets. Secondary containment will have to be pumped-out if used. 15. Household hazardous waste may only be stored outside of the three-compartment chemical storage building if properly sealed and ready for shipment and placed on secondary containment pallets. 16. It is suggested that the facility obtain additional secondary containment pallets and consider additional undercover storage options. 17. Inquire with Clean Harbors to ensure it supplies enough 55-gallon drums for adequate product storage. 18. The facility attendant building is adjacent to the three-compartment chemical storage building. 19. The HHW facility is operated by Clean Harbors. 20. The Clean Harbors transporter identification number is MAD039322250. 21. The following are Clean Harbors certified personnel trained in facility operations: a. Krystal McCain, 40-Hour HAZWOPER Refresher 2016, awaiting hardcopy of certifications. Various trainings completed with Clean Harbors. Training records observed via website during inspection. Primary Site Worker b. Todd Sheaffer, Jr. 40-Hour HAZWOPER, 29 CFR 1910.120(e), August 19, 2011, certificate No. 754830421. Backup Site Worker The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Jeff Meitz, 40-Hour HAZWOPER 29 CFR 1910.120(e), March 19, 2013 CEU No. 0004284, Clean Harbors certificate of training in accordance with 40 CFR 262.34(a)(4) and 265.16 and 262.34(d)(5)(iii) dated May 24, 2017, and National Environmental Trainers, Inc. in accordance with 29 CFR 1910.120 dated March 19, 2013. Backup Site Worker 22. Ms. McCain stated that Clean Harbors generally picks up HHW from the facility weekly. 23. The three-compartment chemical storage building is equipped with a fire suppression system. 24. Ms. Cain stated that the fire suppression system was inspected by T&S Fire and Security, Inc. in October 2017. 25. There are two portable fire extinguishers. The fire extinguishers were inspected by Dr. Fire Protection in October 2017. 26. The facility has an eyewash station that contains a reservoir of water and preservative. The eyewash station was operated during the inspection. Ensure the eyewash station is routinely serviced. 27. The facility maintains an adequate supply of absorbent material. 28. Emergency equipment is inspected weekly. Records were observed for July through November 7, 2017. 29. Resident zip code is recorded when material is brought-in. Initial screening encompasses material inquiry and visual inspection. Weekly records were observed for December 2016 through November 7, 2017. 30. It is suggested that the HHW receiving table be constructed of non-porous material and contain spill containment. 31. The facility maintains records of the material accepted. 32. Uniform Hazardous Waste Manifest records indicating the type and weight of material shipped-out were observed for January 16, 2017 through November 7, 2017. 33. Clean Harbors sends the facility a weekly Manifest Tracking Report of material received (by generation date) for verification of the material shipped-out. The facility can also access a Waste Tracking Detail Report that tracks the material shipped until it is received at its final destination. 34. The facility annual report (FAR) was received by the SWS, dated August 3, 2017. Facility throughput for July 2016 through June 2017 is 145,880 lbs. 35. The convenience center accepts: municipal solid waste (MSW), white goods, electronics, scrap tires, clean wood, yard waste, cooking oil, antifreeze, used oil, motor vehicle oil filters, batteries, food waste, plastic film, metal, aluminum, paper, cardboard, glass and plastic bottles, and textiles. Collected materials are stored in containers. 36. Ensure that contaminated stormwater runoff from the used oil storage area does not occur or is contained. 37. Material brought to the HHW facility that can be managed as material common to convenience site collection is redirected to the convenience center. 38. The facility conducts a latex and oil paint exchange program, if asked for by residents. 39. The Caldwell Fire Department and/or the Cedar Grove Volunteer Fire Department can be contacted to address an emergency at the facility. 40. Clean Harbors staff are on site during operating hours. 41. The site is secured by a locked gate. County personnel work the convenience area. 42. The facility has proper signage. 43. Access roads are of all-weather construction. 44. The permit expiration date is February 25, 2018. 45. Ms. Lohrenz stated that the permit renewal application will be submitted to the SWS.
