The purpose of this letter is to convey details of planned activities at the subject site. Background The Town of Canton (the Town) leases Landfill 5B (also known as the International Sports Complex, shown on Figure 1) from IP and uses it to provide recreational activities that include three baseball fields, a batting cage building, and a walking trail. Due to differential settlement that has occurred in the outfield, the Town wishes to regrade the small ballfield (Field 2), shown on Figure 1 (attached). The Town anticipates regrading activities reaching a maximum depth of 1 foot below existing grade. Investigation Activities Upon being notified by the Town that they wanted to regrade Field 2, Anchor QEA mobilized to the International Sports Complex to advance hand augers, with the goal of confirming that a minimum of 2-feet of cover material was present. With the Town not initially being certain of their depth of grading activities, Anchor QEA mobilized to the International Sports Complex on July 25, 2017 and advanced a total of 17 hand-auger borings to a minimum depth of 2 feet below existing grade. Auger locations are shown on Figure 2. Results of the 17 hand-auger borings showed that cap material was present through a minimum depth of 2 feet below grade, and waste was not encountered. After conferring with the Town on several occasions, the Town devised a grading plan that involves excavating to a maximum depth of 1 foot below grade, with material primarily being cut from a high area located in center field. The cut material that is planned to be removed from center field will be used to fill lower areas in right field. The Town also plans on filling low areas in left field with clean November 8, 2017 Page 2 soil that was excavated during the Town’s swimming pool expansion earlier this year. With the Town’s plan in mind, Anchor QEA mobilized to the International Sports Complex on November 2, 2017 to advance an additional 8 hand-auger borings to a minimum depth of 3 feet below existing grade. Those boring locations on are shown on Figure 3. The results of these 8 borings showed that cover material was present at depth, and no waste was encountered. Conclusions Based on investigation activities performed by Anchor QEA, there appears to be sufficient cover material present on Field 2 at the International Sports Complex to allow the Town to regrade Field 2 with a maximum cut of 1 foot below existing grade. All grading and surveying activities will be performed by the Town with limited oversight from Anchor QEA.
