The Permit to Operate is issued for the life-of-site. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source- separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste generated within Catawba County. Waste is received from overflow for the GDS hauling division and the City of Conover’s garbage collection. 2. The Permit to Operate and Operations Plan were verified. Both documents were current and available upon request. 3. Tonnage records for January 2017 – October 18, 2017 were verified. The facility received 5,119.21 tons of waste during this time. Waste includes incoming MSW and C&D material from GDS collection vehicles and City of Conover collection vehicles along with residual waste generated by recycling operations. 4. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03). 5. A gate was provided at the primary entrance to the facility to prevent unauthorized access. 6. During the most recent permitting process, the permit number for the facility was changed to 1805-TRANSFER- 2001. Please ensure that the permit number is updated on the sign located at the entrance to the facility as discussed on site during the inspection. 7. Waste screening forms were verified for January 2017 to present. Ms. Bolton stated that staff generally try to perform one screening per week. However, there appeared to be some gaps between weekly inspections. Ms. Bolton explained that the gaps in screenings were likely the result of periods when the recycling system was down. Ms. Bolton further explained that the facility does not accept waste into the transfer station when the system is down. A note was provided noting that no screenings were performed from 2/1/17 – 3/16/17 as the facility was not accepting MSW. Completed forms provided good documentation of the results of each screening. 8. Sherbino (expires 2/11/18) x Joey Wingler (expires 2/11/21) 9. No unacceptable waste streams were observed. 10. All recyclables received and stored for processing were being kept separate from the tipping floor. 11. A heavy buildup of residues was observed on the steel I-beams located above the push walls. Please ensure that the residues are removed during the next time the walls of the facility are pressure washed. 12. During the inspection, a heavy buildup of residues was observed on the drain cover of the first leachate drain as you enter the transfer trailer loading bay. Please ensure that all residues on the drain are removed to ensure proper function of the device. 13. It appeared that waste had accumulated within the second leachate drain from the entrance of the transfer trailer loading bay. Ms. Bolton explained that the drain may have had a collection device inside the drain to catch material. Ms. Bolton stated that the drain would be evaluated and any needed cleaning would take place to ensure proper function of both leachate drains. 14. No windblown waste resulting from operations of the transfer station tipping floor were observed. Please continue efforts to collect windblown material resulting from recycling activities.
