Dear Mr. Price:

On October 24, 2017, the Division Waste Management (DWM), Solid Waste Section (SWS)
received a request (DIN 28573) of approval to apply soil/mulch mixture as alternative cover
material (ACM) over the working face of the Edgecombe County C&DLF, Permit No. 3301-1-
CDLF-1997.

The SWS determines that soil/mulch mixture material and the application ratio which are
described in the written request (DIN 28573) dated October 24, 2017 comply with
1. The requirements stated in the referenced statue and the guidance document of
“Approved Alternative Daily Cover Materials for Use at Sanitary Landfills” dated July
21, 2017 (DIN 723214); and the SWS hereby approves the ACM request.

2. The Permit Condition No. 14 of the Attachment 3 - Permit to Operate for the landfill
(DIN 26593) dated August 17, 2016 allows the landfill utilization ACM according to
NCGS 130A-295.6(h1).
Hereby, the SWS approves Edgecombe County’s request. Effective immediately the Edgecombe
County C&DLF can use the approved ACM – Soil/Mulch Mixture as the alternative cover
material to meet the operational requirements in Rule 15A NCAC 13B .0542(f) and implement
the record keeping and reporting requirements stated in the Permit Condition No. 46 of the
Attachment 3 - Permit to Operate for the landfill (DIN 26593) dated August 17, 2016.
