Dear Mr. Chao:
On behalf of Edgecombe County, S&ME, Inc. (S&ME) has prepared this letter as an amendment to the Edgecombe
County Landfill Operation and Waste Acceptance Plan. Currently, Edgecombe County operates a construction and
demolition (C&D) landfill under Permit No. 33-01-CDLF-1997 and in accordance with the Operation and Waste
Acceptance Plan, dated May 2016. The North Carolina Department of Environmental Quality (NCDEQ) issued a
document “Approved Alternative Daily Cover Materials for Use at Sanitary Landfills”, Document Number 723214,
on July 21, 2017. On page 11 of the document, soil/mulch mixture (S&M) was listed as an Approved Cover
Material (ACM) for C&D landfills. This ACM material characteristics and usage criteria are noted below:
Material Characteristics: Soil/mulch mixture is, generally, a mixture of native soils and wood mulch generated
from the grinding of yard trash, land clearing debris and pallets constructed of unpainted and untreated
natural wood. Additionally, shredded tire chips may be used in addition to, or in lieu of, wood mulch.
Usage Criteria:
S&M can be applied, in lieu of soil, to a full depth of six inches.
S&M can be mixed at a ratio from 80% soil to 20% mulch up to 50% soil to 50% mulch by volume.
During the use of S&M as an ACM, soil cover to a full depth of six inches shall be applied once per week.
S&M may not be used for intermediate cover.
Edgecombe County currently operates a Yard Waste Processing Area. Currently, the yard waste is weighed at the
scales and then unloaded at the processing area. The material is pushed into rows to reduce the area used and to
reduce the potential for fires. An offsite vendor grinds the stockpiled yard waste and pallets into mulch. This
material is typically hauled away. Edgecombe County is electing to use this ground, woody material combined
with soil from their onsite borrow area as the ACM in the manner prescribed above. This letter will serve as our
notice the Section Permitting Branch Supervisor and the Environmental Senior Specialist (ESS). This amendment
will be placed in the Operation and Waste Acceptance Plan and will be included in the next permit renewal
application package.
