REGAN Secretary MICHAEL SCOTT Director Solid Waste Section October 25, 2017 Mr. Jimmy Price Solid Waste Director Edgecombe County PO Box 10 Tarboro, NC 27886 Re: Approval of Abandonment of Landfill Gas (LFG) Vents Edgecombe County Construction and Demolition Debris Landfill (C&DLF) Unit on Top of the Closed Unlined Municipal Solid Waste Landfill (MSWLF) Edgecombe County, North Carolina Permit No. 3301-1-CDLF-1997, Document ID No. (DIN) 28577 Dear Mr. Price: The Division Waste Management (DWM), Solid Waste Section (SWS) received a letter report titled as “Passive Landfill Gas Vent Abandonment” which is dated October 23, 2017 and prepared on your behalf by S&ME, Inc. (S&ME). According to the report that four (4) gas vents - V-14, V-26, V-28, & V-30 were originally approved (DIN 28021) to connect the active landfill gas collection and control system (LFGCCs) at the above-referenced landfill unit. However, in the construction period, it was concluded that four gas vents were not financially viable for extraction of LFG to boost the existing LFGCCs. Edgecombe County then determined to abandon and plug these four gas vents which were conducted on July 12 and 13, 2017. The SWS determines that the gas vent abandonment described in the above-referenced report is acceptable. Please place the report and this letter to the operating record.
