The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. A gate was provided at the entrance to the facility to prevent unauthorized access.
2. The landfill cap was covered with native grasses and was recently mowed.
3. Semiannual groundwater monitoring was being performed as required. Monitoring events were being performed
in conjunction with groundwater monitoring for the active Ashe County MSWLF (0501-MSWLF-1993). Records
were verified for monitoring events performed on May 20-21, 2014; October 8-11,2014; May 11-12, 2015;
October 21-22, 2015; May 9-11, 2015; and November 1-2, 2016.
4. Methane monitoring was being performed quarterly in conjunction with monitoring for the active Ashe County
MSWLF. Most recent monitoring reports for events performed in December 2016, March 2017, May 2017, and
October 2017 were verified. No exceedences above applicable standards were documented.
5. No evidence of significant settling was observed.
6. No erosion or runoff was observed.
7. During the previous inspection performed on August 20, 2014, a large patch of trees was observed near the toe of
the slope at the bend of the landfill approximately 403-feet from the scalehouse. This inspection found the trees
previously observed had been removed and the area repaired and stabilized with a groundcover sufficient to
restrain erosion. Thank you for your cooperation in the matter.
8. Edge of waste markers were in placed around the perimeter of the landfill. Please ensure that woody growth is cut
back around markers to ensure that they are clearly visible. It is also recommended that the markers be repainted
to also aid in their visibility.
9. During the previous inspection, ponding was observed at the toe of the slope on the northern portion of the landfill.
It appeared that standing water had accumulated in an old drainage swale. No ponding was observed during this
inspection. However, the facility has experienced a significant dry spell prior to inspection. Continue to monitor
this area in the future, especially after rain events, to ensure water is not ponded on the landfill.
10. The southern portion of the landfill was being used for storage of waste containers. As previously requested,
please be sure to mow tall grass and woody vegetation surrounding the containers on a regular basis.
