Subject: Engineering Technical Review
Burke County C&D Landfill
Burke County, Permit # 1203-CDLF-2014, Document ID 28536
Mr. Champion,
The Division of Waste Management, Solid Waste Section (Section) has completed a review of the
document titled C&D Landfill Expansion – Phases 2A & 4 Permit to Construct (DIN 27860) for
the above referenced facility. The document was submitted on your behalf by Joyce Engineering
and was received in the Asheville Regional Office on June 9, 2017.
Based on this review, the Section requires clarification or additional information in order to
complete the permitting activity. Please provide a response to each of the items listed below:
Engineering Plan
1. Rule .0539(e)(6)(A) requires cross-sections, showing borings, which indicate existing
ground surface elevations, base grades, seasonal high ground-water level, estimated long
term high ground-water level and bedrock level. Drawing number EP-04 does not appear
to include the boring locations or estimated long term high ground-water levels.
2. Rule .0539(e)(6)(B) requires a map that must include labeled boring locations which
indicate seasonal high ground-water level, estimated long term high ground-water level
and bedrock level. Drawing number EP-02 does not appear to include the boring locations
or estimated long term high ground-water levels.
Construction Quality Assurance Plan
3. Rule .0540(5)(a) requires the subgrade to be inspected by a qualified geologist or engineer
when excavation is completed. This requirement does not appear to be addressed in either
the CQA Plan or Construction Specifications.
4. Rule .0540(5)(b) requires notification of the Division hydrogeologist at least 24-hours
before the subgrade inspection. This requirement does not appear to be addressed in either
the CQA Plan or Construction Specifications.
Operations Plan
5. Rule .0542(b)(1)(E) requires operations drawings to include buffer zones noting restricted
use. No operation plan drawings appear to show property line or stream buffers.

6. Rule .0542(b)(1)(F) requires operations drawings to include stockpile and borrow
operations areas. No operation plan drawings appear to show stockpile and borrow
operations areas.
Closure and Post-Closure Plan
7. Rule .0543(c)(5)(B) requires the owner and operator to begin closure activities no later
than 30-days after the date a 10-acre or greater area of waste is within 15-feet of final
design grades. This requirement does not appear to be addressed in the Closure Schedule.
8. Rule .0543(c)(5)(C) requires the owner and operator to begin closure activities no later
one-year after the most recent receipt of wastes. This requirement does not appear to be
addressed in the Closure Schedule.
