Mr. Edwards:

The Division of Waste Management, Solid Waste Section (Section) has completed a review of
the submittal titled Addendum to the Operations Plan: Solid Waste Transfer Station (DIN
25777). The document was submitted on your behalf by Ms. Kim Crisp and was received in the
Asheville Regional Office on March 8, 2016.

Based on this review, Addendum 1 satisfactorily describes the previously unmentioned activities,
Septage Receiving and Recycling, at the facility as requested in the Facility Compliance
Inspection Report dated February 18, 2016. Addendum 1 (DIN 25777) is now part of the
Approved Plan for the facility and must be maintained on site and implemented accordingly.
Additionally, it is recommended you revise the Operations Plan to include the information in
Addendum 1 during the next permitting activity for this facility. There are no permit conditions
associated with this activity so no permit modification will be required and no permit fee
assessed.
