(Shield) for the City of Albemarle Subtitle D MSW Landfill, Solid Waste Permit Number 8401. The schedule was submitted in response to correspondence from the Section dated August 3, 2017 (DIN 26556) requiring the City of Albemarle to address potential turbidity of groundwater samples prior to calculating statistical background values. Shield submitted a temporary monitoring schedule proposal to collect ten non-turbid groundwater samples over a two-year period from background well MW-1. Data from these samples would be used to calculate statistical background concentrations for inorganic constituents of concern. Shield proposed to collect groundwater samples from MW-1 using low-flow sampling methods starting in October 2017 and then during each quarterly landfill gas and semiannual groundwater monitoring event of 2018. In addition, groundwater samples are proposed to be collected during the first two quarterly landfill gas and semiannual groundwater monitoring events of 2019. Laboratory and field results for the ten sampling events will be included in each subsequent semiannual groundwater monitoring report. The groundwater monitoring report after the final sampling event in July 2019 will include the statistical analysis based on the ten non-turbid groundwater samples. The Section approves the temporary monitoring schedule and the City of Albemarle may proceed as proposed.
