Dear Mr. Roberts;
On October 11, 2017 the Solid Waste Section (SWS) received Cumberland County’s (County) vertical
expansion requests entitled;
Construction and Demolition Debris Landfill – Phase 5 Operating Capacity Modification. Prepared by
CDM Smith. DIN 28559.
In response to the increased disposal rates on the construction and demolition debris (C&D) landfill permit
No. 2601-CDLF-1997, the county requests approval to vertically expand the landfill beyond the current
permitted elevations for Phase 5, but within the permitted elevations for the facility. The SWS has reviewed
the county’s request and approves the vertical expansion with the provisions outlined in the request.
During communication with the current County’s engineering consulting firm, the SWS understands that
the permit application for the Phase 6 horizontal expansion is anticipated for 2018/2019. Modifications to
the permit will be prepared during the application for the horizontal expansion. The horizontal expansion
application should include all necessary items out lined in 15A NCAC 13B .0207 for Life-of-Site
permitting.
