Combined with 2803-CDLF-1995. PURPOSE OF SITE VISIT: Partial Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 01 – This Facility is permitted to receive Municipal Solid Waste. 02 – This Facility transfers all Municipal Solid Waste to the East Carolina Environmental Regional MSW Landfill, permit # 08-03 in Bertie County. 03 – The Facility is secured by means of a locked gate at the facility entrance. 04 – This Facility has proper signage posted at the entrance and meets permit requirements. 05 – The working hours for this facility are 7am to 5pm for Monday – Friday and 7am to 12 noon for Saturday. Three Holidays are observed: New Year’s Day, Thanksgiving Day and Christmas Day. 06 – The access roads are constructed for all weather travel and are being maintained in overall good condition. 07 – This Facility does not accept waste containing Asbestos. 08 – A small amount of windblown trash outside of the security fence needs to be picked up. 09 – Adequate number of trailers are on site to properly manage the volume received during operating hours. 10 - The overall condition of the tipping floor was good and clean. Heavy traffic during this inspection. 11 - The trailer loading bay are cleaned of overflow waste as full trailer are cycled out and at the end of each workday. This process was being done during this inspection. 12 – The west side fence that was torn down by Hurricane Matthew has been replaced. 13 - Facility has 2 Certified Operators. Clyde E. Gard – expires June 21, 2019, Kelvin L. Wrighton – expires November 05, 2018. 14 - Facility had the daily screening records, daily records of solid waste received with origins, operator certifications, weight tickets. 15 - Digital pictures were taken during this Partial Comprehensive Facility Compliance Inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
