This ASD addresses recent detections of benzene and vinyl chloride above groundwater protection standards (GPS) in well MW-2R during the semiannual water quality monitoring event conducted on January 28, 2016. These exceedances were reported to the North Carolina Department of Environmental Quality (NCDEQ) in a 14-Day Notification on March 22, 2017. 1.1 Site Description and Background The Foothills Regional Landfill is located approximately two miles northwest of Lenoir, North Carolina in Caldwell County at 2800 Cheraw Road. The landfill is bounded to the north and east by mainly wooded and agricultural properties, to the south by Cheraw Road, and to the west by rural residential/wooded properties and Abingdon Road. The location of the facility is shown on the inlay on Drawing 1. The facility is a fully lined Subtitle D municipal solid waste landfill which began operating in 1998 under Permit Number 14-03, issued by NCDEQ (formerly called the Department of Environment and Natural Resources – DENR). The approximately 230-acre facility is maintained and operated by Republic Services of North Carolina, LLC. 1.2 Compliance Monitoring History Groundwater monitoring at the facility was initiated in 1998 under the Detection Monitoring Program for municipal solid waste landfills. The facility’s current monitoring network is comprised of nine monitoring wells: MW-1R (background), MW-2R, MW-3R2, MW-4, MW-5, MW-6, MW-7, MW-8, and MW-10, which monitor the uppermost aquifer beneath the facility. In addition, four surface water sampling points are sampled semiannually: upstream surface point SW-1; and downstream surface points SW-2, SW-3, and SW-4. Two underdrains are also sampled semiannually: UD-1, the underdrain for Cell 1; and UD-2, the underdrain for Cells 4 and 8A. The locations of all sampling points are shown on Drawing 1. The facility was in an Assessment Monitoring Program in 2006 due to volatile organic compounds (VOCs) detected above GPS in the area of former monitoring wells MW-3 and MW-3R. An ASD for VOCs detected in wells MW-3 and MW-3R was submitted in May 2006, which concluded that the landfill was not the source of the VOCs. The NCDEQ approved the ASD on December 14, 2006, and the facility reverted to a Detection Monitoring Program. New well MW-3R2 was installed downgradient of MW-3/MW-3R and did not show GPS exceedances. NCDEQ approved use of MW-3R2 in the monitoring program in place of MW-3/MW-3R. Note that MW-3 and MW-3R are located approximately 320 feet east of MW-2R. An ASD for Cobalt at the facility was submitted to NCDEQ in November 2016 as requested in an August 8, 2016 letter from NCDEQ, which represented a new interpretation of the ______________________________________________________________________________ Alternate Source Determination for VOCs in MW-2R Joyce Engineering Foothills Regional Landfill, Permit No. 14-03 June 2017 2 regulations. This ASD addressed recent and historic cobalt results and was submitted specifically to request that statistical background be used as the groundwater protection standard (GPS) for cobalt. The ASD was submitted in accordance with the state-wide, August 8, 2016 NCDEQ Memo indicating that ASDs need to be submitted to support use of background as GPS at landfill facilities, in general. 15A NCAC 13B.1634.(g).(5) allows for the owner/operator to request that a background level higher than the NC2L or other applicable standard be considered the GPS. Prior to the August 2016 Memo, this request was made in the semiannual monitoring reports; however, the NCDEQ now requires that this request be made as part of an ASD. This ASD is still under review by NCDEQ. 1.3 Hydrogeologic Setting Geologically, the facility is located in the northwestern portion of the Inner Piedmont Belt of the Piedmont Physiographic Province, approximately 20 miles east of the thrust belt (Brevard Shear Zone) delineating the boundary between the westerly Blue Ridge Belt and the easterly Inner Piedmont Belt. The metamorphic rocks of the Inner Piedmont Belt generally group within the sillimanite facies of the amphibolite metamorphic sequence. Locally, the bedrock underlying the facility has been mapped as migmatitic granitic gneiss of the Ordovician and older Cambrian Periods. These rocks are described as ranging in composition from granitic to quartz dioritic with smaller biotite gneiss and amphibolite facies present locally. The unit as a whole exhibits a variable massive to foliated fabric (NCGS, 1985). The uppermost aquifer beneath the facility is present within weathered bedrock saprolite and fractured bedrock. The saprolite ranges in texture from clayey silt in the upper, most weathered sections to micaceous sandy silt in the lower sections. Immediately above the competent bedrock surface, a variable thickness transitional zone composed of highly weathered and degraded friable bedrock is present. The uppermost aquifer is laterally continuous across the site, with depth to water ranging from less than 31 feet in low-lying areas to greater than 77 feet beneath topographic highs. Groundwater in the uppermost aquifer generally flows from recharge areas associated with broad gently sloping topographic areas towards topographically lower areas that are generally delineated by the presence of stream channels, some of which are perennial receiving streams (groundwater discharge areas) and others of which are intermittent discharging streams. In the vicinity of the facility, the general groundwater flow direction is towards the south and west. Groundwater elevations obtained during the January 28, 2017, monitoring event are summarized in Table 1 and were used to prepare a potentiometric surface map presented as Drawing 1. The groundwater flow in the uppermost aquifer beneath the site is toward south and west in the direction of Abingdon Creek. The potentiometric surface map and interpreted flow directions are consistent with previously submitted potentiometric surface maps for this facility. ______________________________________________________________________________ Alternate Source Determination for VOCs in MW-2R Joyce Engineering Foothills Regional Landfill, Permit No. 14-03 June 2017 3 2.0 GROUNDWATER CONSTUITUENTS AND COMPARISON TO GPS 2.1 Applicable Groundwater Standards For most constituents, the Groundwater Protection Standards (GPS) are the standards found in 15A NCAC 2L.0202 (NC2L Standards). The NCDEQ Solid Waste Section (SWS) has established alternate groundwater protection standards for constituents with no listed NC2L standard. The SWS has also established reporting limits for constituents, referred to as the Solid Waste Section Limits (SWSL), below which detections are considered estimated (not quantified). The SWSL replaced the practical quantitation limits (PQL) in October 2006. 15A NCAC 2L.0202.(b).(1) states: “Where the standard for a substance is less than the practical quantitation limit, the detection of that substance at or above the practical quantitation limit constitutes a violation of the standard.” Therefore, estimated concentrations below the SWSL are not considered exceedances even if they are above the listed NC2L Standard. The NC2L standard and the SWSL for benzene are both 1 µg/l, therefore the GPS is 1 µg/l. The NC2L for vinyl chloride is 0.03 µg/l but the SWSL for vinyl chloride is 1 µg/l; therefore the effective GPS for vinyl chloride is 1 µg/l. 2.2 Historical detections of VOCs in MW-2R There have been several VOCs, including acetone, benzene, 1,1-dichloroethane, cis-1,2- dichlorothene, methylene chloride, tetrachloroethene, trichloroethene, vinyl chloride, and xylenes detected in MW-2R during the last several sampling events; however, most have been estimated concentrations below the SWSL, and there have been no GPS exceedances until recently. Table 1 presents a summary of the detected VOCs in MW-02R from July 2012 to present. In July 2016, vinyl chloride was detected in exceedance of the GPS; however, this exceedance was refuted by a resampling event. In January 2016, both benzene and vinyl chloride were detected above their respective GPS, but again these results were refuted by a resampling event. In January 2017, benzene and vinyl chloride were again detected above their respective GPS, but this time a resampling event confirmed the exceedances. 2.3 Recent Exceedances in MW-2R The results for MW-2R from the January 26, 2017, sampling event found benzene at 1.6 µg/l and vinyl chloride at 1.2 µg/l. These exceedances were confirmed by verification samples collected on February 28, 2017, which found benzene at 1.6 µg/l and vinyl chloride at 1.8 µg/l. These exceedances were reported to the NCDEQ in a 14 Day Notification on March 22, 2017, and were reported on May 11, 2017, along with the laboratory reports, chains of custody, and sampling logs, in the First Semiannual Water Quality Monitoring Report of 2017 for the Foothills Landfill. To support this ASD, Two additional resampling events for MW-2R were conducted on April 19, 2017, and May 23, 2017. The April sample had benzene at 1.3 µg/l and vinyl chloride at 1.1 µg/l. The May sample had benzene at 1.7 µg/l and vinyl chloride at 1.1 µg/l. Each of the results continues to be slightly above the GPS. 2.4 Statistical Comparison to GPS The benzene and vinyl chloride results for MW-2R from the four independent sampling events (January, February, April, and May 2017) conducted during this semiannual monitoring period were statistically compared to GPS using confidence limit analyses. First the distributions of the results were analyzed for normality and natural log-normality. The benzene results were found to follow both a normal and a log-normal distribution. The vinyl chloride results did not show a normal distribution, but they did show a log-normal distribution. The confidence interval analyses were performed using both the raw data and using natural log-transformed data using a 99% confidence interval. Yes Yes All results in micrograms per liter (µg/l). Statistical comparison of the recent sampling results to GPS confirmed the exceedances for both benzene and vinyl chloride in MW-2R. The complete statistical analysis worksheets are included in Appendix B. 3.0 INDICATOR PARAMETERS AND DISSOLVED GASSES In the April and May 2017 sampling events, MW-2R was also sampled for several indicator parameters to support this ASD, including alkalinity (May event only), ammonia, chloride, calcium, magnesium, and sodium. The April and May samples from MW-2R were also analyzed for dissolved gasses, including methane, ethane, ethene, and carbon dioxide. In the May 2017 sampling event, the facility leachate was also sampled for the indicator parameters plus benzene and vinyl chloride to provide a direct comparison between the leachate and the groundwater from MW-2R. Table 2 presents a summary of the indicator parameters and dissolved gases data. The complete laboratory analytical reports, chains of custody, and sampling logs, are included in Appendix A of this report. 4.0 SOURCE EVALUATION 4.1 Leachate The detected VOCs from MW-2R and the facility leachate are summarized in in Table 3 for the January 26, 2017, and May 23, 2017, sampling events. Chart 1 shows a comparison between the VOC detections in MW-2R and those in the leachate for the January 2017 event. The ______________________________________________________________________________ Alternate Source Determination for VOCs in MW-2R Joyce Engineering Foothills Regional Landfill, Permit No. 14-03 June 2017 5 comparison shows significant differences in the VOCs detected in MW-2R and those in the leachate; for example, the VOCs with the highest concentrations in the leachate (acetone, MIBK, ethylbenzene, 2-butanone, toluene, and xylenes) were not detected in the groundwater from MW-2R. Also, several of the VOCs detected in MW-2R (cis-1,2-dichloroethene, methylene chloride, trichloroethene, and vinyl chloride) were detected at higher concentrations than found in the leachate. This comparison indicates that leachate is not likely to be the source of the VOCs found in the groundwater in MW-2R. Review of the indicator parameters summarized in Table 2 also indicates significant difference between the chemistry of the leachate and the chemistry of the groundwater from MW-2R. Chart 2 shows stiff diagrams for the major ions/cations (sodium, calcium, magnesium, and chloride) for MW-2R and the leachate based on the May 2017 analyses. Not only are the concentrations much lower in the MW-2R sample, the shape of the Stiff plot is very different from the leachate. This is a strong indication that the groundwater has not been impacted by leachate in the vicinity of MW-2R. All of the inorganic indicator results for MW-2R are quite low for natural water. The additional facts that no ammonia (which is elevated in the leachate) was detected in MW-2R and that the alkalinity in MW-2R is low for natural water and much lower than in the leachate support the contention that the groundwater is not impacted by leachate. All of the indicator parameters in MW-2R were in a range typical of normal, non-impacted groundwater in the North Carolina Piedmont (Cunningham and Daniel, 2001). Well MW-2R is located adjacent to landfill Cell 1. An underdrain was installed below Cell 1 and point UD-1 monitors water quality for the underdrain. There have been no confirmed GPS exceedances for VOCs at UD-1, and no VOCs were detected in UD-1 in the January 2017 sampling event. This further supports that the VOCs detected at MW-2R are not a result of leachate migration. 4.2 Landfill Gas Typically, landfill gas is made up of approximately 40-70% methane (CH4), 30-50% carbon dioxide (CO2), and <5% other VOCs, including benzene and vinyl chloride (Allen, et al, 1997; Deipser and Stegmann, 1994; Cowie, 2004). Numerous studies have established that VOCs present in landfill gas can readily partition into groundwater (Kerfoot, 1994; Kreamer,et al, 1998; Kerfoot, et al, 2009; Carroll, 2016). Transfer of VOCs from gas to groundwater can occur both in the monitor well and/or outside the monitor well. The objective of this section is to examine if landfill gas is the source of recent benzene and vinyl chloride detections in groundwater at MW-2R. These data indicate that the water level is above the top of screen in MW-2R, so it is unlikely that migrating landfill gas would be able to enter the well casing to impact the groundwater in the well directly; however, this does not preclude the groundwater in the vicinity of MW-2R from being impacted by landfill gas prior to it entering the well. The headspace in MW-2R was monitored for CH4 and CO2 on April 19, 2017, and on May 23, 2017 using a properly-calibrated GEM 2000 landfill gas monitor. No methane was detected in MW-2R on either date; however, this is not surprising since the water level was above the top of the screen. The nearest gas monitoring probes to MW-2R are GP-1-1 and GP-1-2, which are a nested pair of probes in a single boring located approximately 10-15 feet from MW-2R. GP-1-1 monitors an open gravel pack from 5-10 feet below ground surface, and GP-1-2 monitors an open gravel pack from 25-40 feet below ground surface. On April 19, 2017, and on May 23, 2017, gas probes GP-1-1 and GHP-1-2 were monitoring for methane using a properly-calibrated GEM 2000 landfill gas monitor. The results are summarized below. There was a trace of methane detected in the two gas probes during the April event. During the May event, the concentrations of methane were significantly higher, although not in exceedance of the lower explosive limit (LEL), which is 5% by volume. The reason for the difference between the two dates may be related to weather conditions. The May event was conducted just after a major storm moved through the area, so barometric pressure was low (28.59 in-Hg) and the ground was more saturated than usual. Both of these factors have been shown to increase potential gas migration. These data support landfill gas as a source for the VOCs detected in MW-2R. We understand from discussions with the facility that probe GP-1 has typically shown non-detect results for methane during routine gas monitoring events. Future monitoring under the site’s explosive gas monitoring program will determine if the detections in May at GP-1were a short-term condition. ______________________________________________________________________________ Alternate Source Determination for VOCs in MW-2R Joyce Engineering Foothills Regional Landfill, Permit No. 14-03 June 2017 7 Table 2 summarizes the dissolved gases detected in the MW-2R groundwater sample during the April and May 2017 sampling events. In both events, dissolved methane and dissolved carbon dioxide, the major components of landfill gas, were detected at significant concentrations. CH4 was detected at 4.20 mg/l during both events, and CO2 was detected at 220 and 240 mg/l during the April and May events, respectively. Trace amounts of ethane and ethene were also detected. These concentrations of dissolved gases in the groundwater are clear indication that the groundwater has been impacted by migrating landfill gas. 5.0 CONCLUSIONS AND RECOMENDATIONS The data presented herein indicate that the recent GPS exceedances for benzene and vinyl chloride in MW-2R at the Foothills Landfill are a result of partitioning of VOCs from migrating landfill gas into the groundwater in the vicinity of MW-2R and do not an indicate a release of leachate from the landfill or the leachate handling facilities at the site. Detections of methane in gas probes near MW-2R and detection of dissolved methane and dissolved carbon dioxide in the groundwater from MW-2R support this conclusion. It is further supported by the lack of elevation of leachate indicator parameters in the groundwater from MW-2R, clear differences in the constituents detected in leachate and the groundwater from MW-2R, and the differing chemical signature of the groundwater compared to the leachate. The Foothills Landfill has an active gas extraction system, so our recommendation is to investigate possible adjustments or improvements to the gas extraction system that might improve conditions in the area of MW-2R. The site is currently examining the possibility of installing HDPE skirting around the extraction wells located closest to MW-2R to improve gas recovery. We also recommend continued monitoring of the headspace in MW-2R for methane, oxygen, and carbon dioxide during future semiannual monitoring events. 6.0 REFERENCES Allen, M.R., Braithwaite, A., and Hills, C.C.
