ADDITIONAL COMMENTS
1. The facility is a Large, Type 1 Solid Waste Compost Facility. It produces compost and mulch from pallets,
leaves and yard waste
2. The facility’s permit expires October 18, 2017. A permit application must be submitted no later than April 18,
2016 to the Solid Waste Section.
3. Signage is maintained at the site entrance providing site information including the permit number.
4. Hours of operation are 7am to 4pm Monday through Saturday.
5. The site is secured by a gate at the entrance when not in operation.
6. A responsible individual trained in facility operations is onsite during all operating hours of the facility,
in accordance with NCGS 130A-309.25.
7. The facility receives approximately 3,500 tons per month of pallets, leaves, and yard waste from the City of
Raleigh (Wake County). The facility also receives vegetative storm debris.
8. Temperature records were reviewed during the inspection for 2016. Temperatures are taken for three
successive days to confirm temperatures of over 131 F prior to compost being distributed to the public.
Compost processed at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F) for 3
days and aerated to maintain elevated temperatures.
9. The facility primarily uses a windrow-turning machine to turn active windrows.

10. There is at least a 25 foot access path around the site for fire control vehicles.
11. Markers to clearly designate the required setbacks and buffer areas are being maintained around all composting
areas.
12. Mulch produced from yard trash (defined as solid waste resulting from landscaping and yard maintenance such
as brush, grass, tree limbs, and similar vegetative material) must also meet the pathogen reduction requirements
of Rule .1406(10) if it is to be used in public contact areas or distributed to the public for use. Continue to
ensure that mulch derived from yard waste is also being maintained at or above 55 degrees Celsius (131 degrees
F) for 3 days and aerated to maintain elevated temperatures.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

13. Leaves are stock piled at the facility for several years until they are ground for mulch or incorporated into
composting windrows. Continue to ensure that areas surrounding leaf stockpiles are graded such that
stormwater does not collect at the base of the piles.

14. Stormwater runoff from leaf pile collection drains into heavily vegetated areas and towards detention basins.
15. Detention basins are being well maintained. No waste was observed in the basin at the time of the inspection.
16. No unacceptable waste types were noted during the inspection.
17. No windblown waste was observed during the inspection.
18. Digital pictures were taken during the inspection.
