Susan Heim, Environmental Senior Specialist -- Solid Waste Section STATUS OF PERMIT: Permit to Operate MSW Transfer Facility Issued: May 13, 1994 Permit Amendment and Renewal: June 19, 2008 Permit Modification: April 6, 2009 (change in disposal facilities) Permit Renewal: June 5, 2014 Permit to Operate Expires: May 31, 2018 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 ADDITIONAL COMMENTS 1. The facility serves as the MSW transfer station for Yadkin County. 2. The transfer facility is owned by Yadkin County and operated by Republic Services of North Carolina, LLC. 3. Currently, Republic Services has contracted with a third-party, Hilco Transport, Inc., to staff and operate the transfer station. Yadkin County staff continue to operate the scale house and manage the scrap tire, white goods, electronics, used oil and LCID landfill operations at the facility. 4. Initial transfer operations began at the facility in 1994, and were carried out at that time by Yadkin County staff. 5. The transfer station is permitted to receive waste from Yadkin and neighboring counties. 6. Waste collected at this facility is permitted to be disposed of at any lined MSW landfill owned by Republic Services, Inc. that is permitted to receive waste from this facility’s service area. Currently, all waste is transported to Republic’s Foothills Regional landfill (Permit # 14-03) in Caldwell County. RECORDS REVIEW 7. The current permit and Operation Plan were available at the site and reviewed. A discussion ensued with Ms. Harris concerning the need to submit a permit renewal application by November 30, 2017. Additional information was provided to Ms. Harris via email after the inspection. 8. Tonnage records were reviewed for the period January 1, 2017 to September 28, 2017, and yielded the following information: a. 15, 994.45 tons of MSW were accepted at the facility; b. 389.48 tons of scrap tires were received at the facility and disposed of through New River Tire Recycling (permit # 8607-TIRETP-2013); c. 154.19 tons of white goods were received at the facility and disposed of through Metal Recyclers, the county’s contractor for scrap metal, white goods and CFC removal; d. 44.56 tons of mixed electronic waste was accepted at the facility and disposed of through Synergy Electronics Recycling. Ms. Harris stated that approximately 75% of the electronics accepted were televisions or monitors with CRT screens. 9. Scrap tire certifications for July and August 2017 were reviewed. Some of the forms appeared to be incomplete in Part I, the section filled out by the tire generator. Dates of tire accumulation or generator signature were the two areas noted during the review. Ensure that scrap tire certification forms are filled out correctly and completely by the generator (Part I) and the tire hauler (Part II). 10. Training documentation for the transfer facility staff was reviewed, and the following current NC SWANA certifications were found: Curtis R. Davis, Certified Transfer Station Operations Specialist, expires 09/03/2018; Gary Wyatt Earp, Certified Transfer Station Operations Specialist, expires 10/18/2018. 11. Waste screening logs are maintained at the transfer station office. These records were reviewed for the period January 1, 2017 through September 28, 2017. All screening logs appeared to be complete, documenting any unacceptable materials present and the disposition of them. At least one waste screening had been documented for each operating day and, in some cases, two had taken place in one day. FIELD INSPECTION 12. The transfer station, scale house and material collection areas were observed to be well maintained and free of windblown litter. Mr. Earp pointed out several areas at the transfer station where he’d installed chain link fencing to catch any windblown material from the transfer operations. He explained that these fences are cleaned every day, and the waste returned to the transfer station for proper disposal. 13. A small area for storage of Republic Services’ roll-off containers and dumpsters is located behind the southwestern corner of the transfer station building. 14. Access roads are of all-weather construction and well-maintained. 15. The leachate collection system is designed to direct all liquid from the tipping floor down into the loading bay, where it is collected by a trench drain and flows into a 500-gallon holding tank on the south side of the transfer building, just outside the loading bay. The leachate lines and floor drain appeared to be free from debris and FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 6 functioning as designed. 16. As required by an agreement between the county and the Town of Yadkinville, the county ensures that leachate is sampled and tested monthly. In addition, the county has the leachate pumped out of the holding tank every week and transported by a licensed septage hauler to the Town of Yadkinville’s waste water treatment plant for treatment and disposal. 17. An inspection of the tipping floor found it to be intact, with no apparent breaches in the surface that would allow leachate to seep into the ground. Mr. Earp stated that the tipping floor and push walls are hosed down and washed off daily. A water hose positioned at the right side of the entry bay is used for this purpose. The resulting waste water is directed to the leachate collection system for proper disposal. 18. Fire extinguishers are located at each corner of the transfer building. The water hose is also available for use in fire suppression, if necessary. 19. The inside of the transfer building was observed to be well maintained. Walls were free from a build-up of waste. Push walls were intact and functional and waste was properly deflected from the tipping floor into the pit. Mr. Earp stated that the transfer building is pressure washed at least annually. 20. Some waste had collected along the inside wall of the loading bay beside the trailer. Mr. Earp stated that the entire loading bay is swept clean daily, and all waste returned to the transfer trailer for proper disposal. He added that the trench drain is also cleaned daily, and the debris that collects in the pit below the drain is cleaned out at least monthly, or more often if necessary. 21. At the time of this inspection, several loads of waste were received at the transfer facility. As each load was dumped on the tipping floor, Mr. Earp visually assessed the waste before pushing it off the tipping floor into the transfer trailer below. 22. An inspection of the partially loaded transport trailer in the loading bay of the facility revealed no leaks, and the trailer appeared to be in good repair. Three empty trailers were staged along the access road approaching the transfer station. All of these trailers also appeared to be in good repair, with no obvious damage visible. One loaded tractor trailer was parked on the access road just east of the transfer building. There were no leaks visible from this trailer, and it also appeared to be in good condition. Mr. Earp stated that the facility averages 8 to 10 trailer loads per day. 23. Several material collection sites are located in the area surrounding the scale house. Directly across the access road from the scale house is the convenience area for single stream recycling collection. Ms. Harris stated that the county had obtained a grant to purchase new containers and pictorial signs for each, and also to refurbish older recycling containers. An array of these containers was staged on the opposite side of the road from the scale house in an open area that allows adequate space for the safe maneuvering of private vehicles. A small shed, situated behind the row of recycling containers, houses used oil and oil filters awaiting pick-up by the county’s service provider, Noble Oil. 24. The white goods collection area is located on a concrete pad divided into bunkers, formerly used for separating recyclable materials prior to the advent of single stream recycling in the county. Units containing CFCs were observed to be stored upright to reduce the risk of a release. The collection area was clean and appeared to be well managed by county staff. White goods that do not contain CFCs are stored with the scrap metal in an area behind the recycling drop-off site. Ms. Harris stated that Metal Recyclers is contracted to evacuate CFCs and pick up white goods and scrap metals at the facility twice a year. She added that she was expecting them within the next few weeks. 25. Televisions and electronics are collected on a covered concrete pad adjacent to the white goods collection area. Ms. Harris explained that county staff sort, process and palletize these materials as they are received. Full pallets are then loaded into trailers provided by Synergy Electronics Recycling, and transported to Synergy’s facility in Madison for further processing and recycling. The electronics collection area was found to be clean, with all materials palletized. Full pallets had been shrink wrapped in preparation for being moved to the electronics trailer. 26. Three scrap tire trailers, two roll-off containers dedicated to cardboard, and one electronics trailer were staged along a loading dock situated to the north of the electronics drop-off. This loading dock area was observed to be free of windblown litter and well-maintained, with no waste stored on the ground. 27. The county also maintains a small LCID fill area managed by county staff and located between the scale house and the transfer station building. Brush is dropped off adjacent to the fill area, and pushed off into the landfill as FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 6 needed. At the time of this inspection, the working face of the LCID landfill was observed to be spread out and loosely piled. Ms. Harris was not aware of the cover operations performed at the landfill. Ensure that the working face of the landfill is compacted, as required by 15A NCAC 13B .0566(3), and covered completely with clean soil at least monthly, or when the active area reaches one acre in size, as required by 15A NCAC 13B .0566(4).
