ADDITIONAL COMMENTS
1.At the time of the inspection operation of the C&D landfill was still suspended. DPW shall notify Permitting Branch
staff of the status of the future of this facility. Please contact Donna Wilson, Environmental Engineer, Solid Waste

3.The unstable area of the slope on the south side of the closed portion of the landfill, adjacent the transfer station,
observed during the previous inspection on June 8, 2017, had not been repaired or stabilized at the time of this
inspection. This area shall be mowed, repaired, and reseeded. The repair shall be completed within 30 days’
receipt of this report.
4.Excessive sediment and soil from Phase II and unstable areas of Phase III was observed in the sediment pond at
the time of this inspection. The sedimentation basin should be cleaned out and returned to plan dimensions and
properly maintained.
5.Stabilization of the bare areas and rills in the former borrow area must be established to prevent excessive
sediment from entering the basin.
6.The side slopes of the basin along the road and stockpile area across the road must be repaired and stabilized.
7.The roads were in good condition at the time of inspection.
8.Since the facility is no longer accepting waste, the waste from the screener must be removed and properly
disposed. The area where the waste is removed must be covered with intermediate cover and seeded for erosion
control.
9.Trees must be mowed and/or cut off of the landfill cap. No woody vegetation may grow within the limits of
waste.
10.Corrective measures are necessary as a result of the inspection findings and shall be completed within 30 days’
receipt of this report.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
