After completing reviews of the certified CQA report (DIN 28454) for construction of the A-1 Sandrock C&DLF –
Phase 2B, Permit No. 4117-CDLF-2008, the Solid Waste Section (SWS) determines that the construction of Phase
2B of the landfill meets the requirements stated in Rules 15A NCAC 13B .0540 & .0541 and the approved CQA
plan (DIN 24958).
Please find the attached electronic copy of life-of-site (LOS) Permit Approval to Operate (PTO) for the A-1
Sandrock C&DLF – Phases 1 & 2, Permit No. 4117-CDLF-2008. Pursuant to Rule 15A NCAC 13B .0542(n), A-1
Sandrock, Inc. shall place a hard copy of the PTO in the landfill operating record. The SWS will not send you the
hard copy of the permit. The LOS permit, as defined in NCGS 130A-294(a2), for the A-1 Sandrock C&DLF is
only applicable to Phases 1 and 2 areas; and this permit shall expire as the same date (October 03, 2013) as the
franchise agreement issued by Guildford County of North Carolina (DIN 19918). The approved CQA report (DIN
28454) can be directly downloaded from the following

The construction and operation of the future Phase 3 of the A-1 Sandrock C&DLF is not approved. To avoid the
disruption of the landfill operations in the future Phase 3, the SWS strongly recommends that A-1 Sandrock, Inc.
completes the rule-required design hydrogeological study according to Rule 15A NCAC 13B .0538(b) and submit
a Permit Approval to Construct (PTC) application for Phase 3.
On Friday, September 29, 2017, the SWS received an application (two hard copies and sets of drawings) for
constructing a mechanically stabilized earth (MSE) wall or berm at the A-1 Sandrock C&DLF. Construction of a
MSE wall or berm around/at a landfill will significantly increase the landfill gross capacity for disposal, but there
are only handful landfills located in other states being approved for construction and operation. The SWS records
show that historically a MSE Wall or berm has never been approved for the construction and operation at a sanitary
landfill in the State of North Carolina. To assist A-1 Sandrock, Inc. in understanding the permit processes of the
MSE wall or berm for future expansion (either lateral or vertical ones) at the A-1 Sandrock C&DLF, please provide
the SWS several meeting schedules for a permit application meeting (s). So, all parties can discuss the permit
application requirements at the scheduled meeting (s). It is well understood the approval processes for the
application of MSE wall/berm at the landfill will take significant time from both sides, the SWS suggests A-1
Sandrock, Inc. submit the application separating from the above-referenced Phase 3 PTC application. Please
