ADDITIONAL COMMENTS
1. Solid waste was joined by land quality for this inspection to address issues with site compliance in regards to
both the solid waste rules and the sedimentation and erosion control plan.
2. A repair was made to the large area of extensive erosion basin #3, on the north corner of the landfill however,
the repair failed and requires additional maintenance.
3. All sedimentation and erosion control measure must be implemented as specified in the approved plan.
4. Sediment shall be removed from the basin.
5. The baffles shall be replaced and maintained. Ensure the skimmer floats.
6. It is recommended that additional wattles are utilized in the swale. Wattles already in place need to be
reinstalled properly. Wattles should be placed in line with the base of the up-gradient wattle at the same
elevation as the top of the downgradient wattle. Please, contact Jodie Pace or myself if further clarification is
necessary.
7. The gravel berm along the road to the sediment basin needs to be graded to a uniform height or removed.
8. Along the eastern side of the landfill the ditch need to be cleaned and graded. Check dams or wattles shall be
added to the ditch.
9. Along the perimeter road running from the east corner to the north corner of the landfill, the cap has
developed low areas or sway backs due to settling. Settling can cause ponding water and slop failure. The
settled areas shall be filled, regraded to meet the 3:1 slope requirements and seeded.
10. A significant amount of water is also ponding in the perimeter road ditch that runs from the east corner to the
north corner of the closed landfill. Ensure drainage features are not blocked and drainage shall be properly
maintained.
11. It is recommended that the limits of waste are verified and the edge of waste markers reinstalled.
12. Any tress inside the edge of waste markers shall be removed from the cap of the landfill.
13. Overall improvements have been made through the management of the site. Please, continue to do a good
job managing and improving the site conditions.
14. Corrective measures are necessary as a result of the inspection findings and should be completed within 30
days’ receipt of this report.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
