ADDITIONAL COMMENTS
On September 21, 2017, John Patrone met with David Dick, Alan Dick, and Eddie Donnell to conduct a comprehensive
inspection of the D&D Grading, Inc. LCID Landfill on Rankin Mill Road in McLeansville, Guilford County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility is owned and operated by David Dick.
3. The permit approves the continued operation of Phase 1A
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is in operation Monday through Friday 8:00 am to 5:00 pm.
6. The LCID landfill is not generally open to the public.
7. The facility is permitted to receive waste generated within Alamance, Guilford, and Rockingham Counties.
8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and (used) asphalt.
9. Solid waste must be covered with 1 foot of suitable soil cover at least once per month, or when the active area
reaches one acre in size, whichever occurs first.
10. Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.
11. Excavation, grading, and fill material side slopes must not exceed a ratio of three horizontal feet to one vertical
feet (3:1).
12. The facility annual report (FAR) was received by the SWS, dated July 6, 2017. Estimated facility throughput for
July 2016 through June 2017 is 364 tons.
13. The working face appeared small and compact.
14. A ready supply of soil shall be available for cover material.
15. Edge of waste markers have been installed.
16. There was no indication of erosion or runoff.
17. Access roads are of all-weather construction.
18. The facility is secured by a locked gate.
19. The facility has a proper sign.
20. The PTO expiration date is April 19, 2021.
21. The permit renewal application shall be submitted to the SWS by October 15, 2020.
22. Mr. David Dick stated that he would like to modify Phase 1A/construct the next adjacent phase and install an
underground stormwater drainage conduit within the landfill fill area. Contact Christine Ritter, SWS – Permitting
Hydrogeologist, at 919-707-8254 to discuss landfill modification/construction.
23. Ensure landfill modification/construction does not begin until permission is obtained from the SWS.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
