ADDITIONAL COMMENTS
On September 21, 2017, John Patrone met with Ray Thomas to conduct a comprehensive inspection of the G&L
Landfill – LCID Landfill on Anthony Road in Kernersville, Guilford County.
1. Access to the G&L Landfill – Land Clearing and Inert Debris (LCID) Landfill is on the right, via metal gate, prior
to the paved road becoming a gravel road.
2. Mr. Thomas operates the LCID landfill and owns Ray’s Backhoe & Hauling Service (o. 336-644-0601).
3. Mr. Thomas stated that his business uses the LCID landfill and that it is not open to the public.
4. The LCID landfill fill area is < 2 acres. The landfill survey plat was reviewed. Mr. Thomas stated that the fill
area is well within the landfill boundary.
5. The landfill appeared to be in good order. The working face was small and compact and graded accordingly.
6. Per 15A NCAC 13B .0564(9)(b), “The facility shall meet the following buffer requirements: 100 feet from the
disposal area to property lines, residential dwellings, commercial or public buildings, and wells.”
7. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely
as practical into cells.”
8. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
9. Side slopes should be graded such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion or
runoff is observed.
10. Mr. Thomas stated that there is a ready supply of soil available on site for cover material.
11. Open burning of solid waste is prohibited.
12. There was no indication of erosion or runoff.
13. The facility has an all-weather access road.
14. The facility is secured by a locked gate.
15. The facility has a proper sign.
16. Mr. Thomas stated that the LCID landfill may cease operation within the next year. If so, ensure the SWS is
contacted in order that an inspection of the landfill can be conducted.
17. Mr. Thomas was given the Land Clearing and Inert Debris Landfill Notification packet. The landfill operator has
changed and the “packet” must be updated. Mr. Gravley is out of the Country and will return in October 2017.
The notification packet shall be completed and returned to the SWS by December 31, 2017.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
