STATUS OF PAST NOTED VIOLATIONS:
No violations noted on the previous inspection conducted on 05/11/16.
OBSERVED VIOLATIONS:
1) Septage had been discharged to the north of Field 4 outside of the field boundaries. Septage discharged
outside of the permitted boundaries is a violation of Rule .0838(a)(12) that states “All septage discharges,
including aerial drift from discharges, shall be made within the permitted boundaries of the land
application site.” Are where the septage had been discharged had been disked up. See below for pictures
and further comments.
2) Grease burn noticed to the east end of Field 1. The grease burn is a violation of Rule .0838(a)(15) that states
“Grease septage shall be diluted at least 1:1 from its concentration when pumped with domestic septage or
water if land applied over perennial vegetation. This dilution shall be increased if crop damage occurs.”
The area had been disked up and replanted. See pictures below.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

AREAS OF CONCERN AND COMMENTS:
1) Required signage present.
2) Access road is well maintained.
3) Markers present and visible.
4) Septage had been discharged outside of the permitted boundary to the north of Field 4. As stated
above, this is a violation of Rule .0838(a)(12). Sammy said that they had cleaned out the pump trucks
there. Any material left in the tank on the truck from the pumping of septage is considered septage and
must be disposed of properly. See pictures below.
5) No spot dumps or thick applications noticed today. A grease burn was noticed to the east end of Field
1. This is a violation of Rule .0838(a)(15) as stated above. Need to make sure that the grease to
domestic septage is adequate so as to prevent grease burns. The area had been disked and replanted.
See pictures below.
6) Fields still need to be harvested so that the small grain can be planted.
7) No application at time of inspection. pH not checked.
8) No objectionable odors noticed.
9) Setbacks appear to be ok.
10) I collected a composite soil sample from each of the 4 fields.
