ADDITIONAL COMMENTS
On September 20, 2017, John Patrone met with Tim Friddle to conduct a comprehensive inspection of the Winfree Road
Landfill, Inc. – LCID Landfill on Winfree Road in Summerfield, Guilford County.
1. The facility is a land clearing and inert debris (LCID) landfill, also known as the W.W. Dick LCID Landfill.
2. The facility is in operation Monday through Friday 8:00 am to 5:00 pm.
3. The facility permit was recorded with the Guilford County Register of Deeds on May 13, 2016, Bk: R7813 and
Pg: 983 – 993.
4. The facility is operating in Phase 2. Mr. Friddle stated that Phase 2 comprises Phase 2A and Phase 2B.
5. Mr. Friddle stated that the facility has operated Phase 2A for ~ 19 years and Phase 2B for ~ 5 years and that both
Phases are operated concurrently.
6. The facility permit and operations plan were discussed.
7. The facility is permitted to receive waste generated within Alamance, Guilford, and Rockingham Counties.
8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and (used) asphalt.
9. A ready supply of soil shall be available for cover material.
10. Mr. Friddle stated that uncovered material on site has been received within the last few days.
11. Mr. Friddle stated that there is sufficient soil on site for use as cover material and that he expects truckloads of soil
to arrive in the coming days that can also be used as cover material.
12. Solid waste must be covered with 1 foot of suitable soil cover at least once per month, or when the active area
reaches one acre in size, whichever occurs first.
13. Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.
14. Excavation, grading, and fill material side slopes shall not exceed a ratio of three horizontal feet to one vertical feet
(3:1).
15. Edge of waste markers have been installed.
16. The facility annual report (FAR) was received by the SWS, dated July 17, 2017. Estimated facility throughput for
July 2016 through June 2017 is 1,300 yd3.
17. There was no indication of erosion or runoff.
18. Logs are removed from land clearing debris to cut for firewood.
19. Access roads are of all-weather construction.
20. The facility is secured by a locked gate.
21. The facility has a proper sign.
22. When the permit is modified or renewed the active landfill phases should be delineated to reflect landfill operation.
23. The PTO expiration date is May 9, 2021.
24. The permit renewal application shall be submitted to the SWS by November 9, 2020.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
