MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx ASSESSMENT MONITORING GROUNDWATER AND SURFACE WATER VANCE COUNTY MSW LANDFILL, PERMIT NO. 91-01 HENDERSON, NORTH CAROLINA 1.0 INTRODUCTION Sherrill Environmental, Inc. (Sherrill) was retained by Vance County to perform compliance monitoring for the Vance County Municipal Solid Waste Landfill (MSWLF) Permit No. 91-01. This facility is located on North Carolina Highway 39, north of Henderson (Figure 1). The Vance County MSWLF has a Closed Landfill (1997) and a Pre-1991 Landfill. Monitoring of the groundwater and surface water at the site is performed on a semiannual basis in accordance with North Carolina regulations T15A:13B.1633 and .1634. The Closed Landfill requires an assessment monitoring program. According to the 1994 groundwater monitoring plan for the Closed Landfill, groundwater samples are collected from monitoring wells MW-5, MW-6, MW-7, and MW-8 and are analyzed for the Appendix II list of constituents (40 CFR 258). In April 1999, two additional monitoring wells, MW-6D and MW-9 were installed to monitoring side gradients of the Closed Landfill. On August 11, 2004, a new upgradient background monitoring well (MW-10) was installed to replace MW-5. In 2009, MW-6D was replaced with a deeper well MW- 6DR. These additional and replacement monitoring wells are also sampled for the Appendix II list of constituents. Groundwater samples for the Pre-1991 Landfill are collected from MW-1 and MW-2, and are analyzed for the eight RCRA metals and Appendix I volatile organic compounds. Surface water at the site requires a detection monitoring program. Surface water samples are collected from three stations along an unnamed tributary of Crooked Creek (SW-1, SW-2 and SW-3) and are analyzed for the Appendix I list of constituents (40 CFR 258). Applicable water quality standards used for comparison of the analytical results are the North Carolina Administrative Code (NCAC) 2L Groundwater Quality Standards (2L Vance Co. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx Standard), the NCAC 2B Surface Water Quality Standard (2B Standard) and the NC SWS Groundwater Protection Standard. 2.0 INVESTIGATION Sherrill perform the sampling on August 15, 2017. Groundwater table measurements were obtained from the six groundwater monitoring wells (MW-6, MW-6DR, MW-7, MW-8, MW-9 and MW-10) at the Closed Landfill and the two groundwater monitoring wells (MW-1, and MW-2) at the Pre-1991 Landfill (Figure 2). A water level measurement was not taken at MW-5 due to the presence of a wasp nest in the protective casing of the well. Environmental samples were collected and analyzed in accordance with the Vance County Transition Plan and the memorandum from the Solid Waste Section dated October 27, 2006 and February 23, 2007 addressing New Guidelines for Electronic Submittal of Environmental Data. The groundwater samples were placed in laboratory-supplied glassware and transferred to a North Carolina Department of Environment and Natural Resources (NCDENR) certified laboratory using standard, chain-of-custody procedures. Field measurements of pH, specific conductivity and temperature were performed for each groundwater and surface water sample. 3.0 GROUNDWATER TABLE On August 15, 2017, groundwater table measurements were obtained from nine site monitoring wells (Table 1). The depth to the groundwater from the ground surface ranged from approximately 5 feet at MW-2 and MW-6DR, to 34 feet at MW-8. A map of the groundwater table is presented in Figure 2. The direction of groundwater flow is westward towards an unnamed tributary of Crooked Creek. The groundwater gradient beneath the Closed Landfill ranged from 0.021 ft/ft to 0.063 ft/ft and averaged 0.050 ft/ft (Table 2). The groundwater gradient along the western edge of the Pre-1991 Landfill ranged from 0.036 ft/ft to 0.071 ft/ft. The increasing gradient near the tributary and the shallow depth of groundwater indicate a likely discharge of groundwater to the creek. Vance Co. The seepage velocities ranged from 0.23 ft/day to 0.57 ft/day and averaged 0.42 ft/day. 4.0 SPECIFIC CONDUCTIVITY AND pH 4.1 GROUNDWATER Specific conductivity and pH measurements were obtained in the field for the groundwater samples (Table 7). A pH of 6.5 to 8.5 is the acceptable range listed by the 2L Standard. The 2L Standard does not list a value for specific conductivity. Specific conductivity values are shown at monitoring locations in Figure 4. The specific conductivity measurement for groundwater sample from the background monitoring well, MW-10, was 2,660 micro siemens per centimeter (uS/cm). Specific conductivity measurements for groundwater samples from the Closed Landfill ranged from 1,131 uS/cm at monitoring well MW-9 to 2,940 uS/cm at MW-6. Specific conductivity measurements for groundwater samples from the Pre-1991 Landfill were 2,440 uS/cm and 1,860 uS/cm in the groundwater samples from MW-1 and MW-2, respectively. The pH measurements for groundwater samples from the Closed Landfill ranged from 6.16 at MW-8 to 7.46 at MW-6. The pH measurements for groundwater samples from the Pre-1991 Landfill were 6.12 at MW-1 and 6.38 at MW-2. 4.2 SURFACE WATER Specific conductivity and pH measurements were obtained in the field for the surface water samples (Table 7). The 2B Standard does not list a value for specific conductivity. The specific conductivity measurement for the upstream surface water sample (SW-1) was 141 uS/cm (Figure 4). The midstream surface water sample (SW-3) had a specific conductivity of 116 uS/cm. The downstream surface water sample (SW-2) had a specific conductivity of 118 uS/cm. Vance Co. The pH range of 6.0 to 9.0 is listed by the 2B Standard. The pH measurement for the upstream surface water sample (SW-1) was7.34. The midstream surface water sample (SW-3) had a pH of 7.26. The downstream surface water sample (SW-2) had a pH of 7.44. 5.0 ANALYTICAL RESULTS 5.1 CLOSED LANDFILL The groundwater monitoring wells (MW-5, MW-6, MW-7 and MW-8) for the Closed Landfill were installed in 1994. Groundwater monitoring wells MW-6D and MW-9 were installed in April 2000. Background monitoring well MW-5 was replaced by MW-10 in August 2004. Groundwater monitoring well MW-6D was replaced with a deeper well MW-6DR in 2009. Analytical data from 2004 to present is compiled on summary tables (Tables 3 and 4). The Enco Laboratory report is included in the Appendix. 5.1.1 Volatile Organic Compounds A summary of volatile organic compounds detected in groundwater samples for the Closed Landfill is presented in Table 3. Volatile organic compounds and their detected concentrations that exceeded a standard are shown in Figure 5. No volatile organic compounds were detected above a reporting limit in the groundwater samples from downgradient monitoring well MW-9. Tetrachloroethene and vinyl chloride were detected in the sample from upgradient monitoring well MW-10 in concentrations of 1.0 ug/L and 1.2 ug/L. The 2L Standard for tetrachloroethene is 0.7 ug/L and the 2L Standard for vinyl chloride is 0.03 ug/L. A resample of this well conducted on August 30, 2017 confirmed the presence of these compounds in similar concentrations. Vance Co. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx Benzene and chlorobenzene were detected in the groundwater sample from MW-6 at concentrations of 1.6 ug/L and 3.5 ug/L, respectively. The 2L Standard for benzene is 1 ug/L and chlorobenzene is 50 ug/L. 1,4-Dichlorobenzene was detected in a concentration of 2.8 ug/L which is less than the 2L Standard of 6 ug/L. Volatile organic compounds detected in the paired deeper well, MW-6DR, were benzene at 1.4 ug/L, vinyl chloride at 2.0 ug/L and 1,4-dichlorobenzene at 2.1 ug/L. The 2L Standard for vinyl chloride is 0.03 ug/L. Benzene and vinyl chloride were the only volatile organic compound to exceed a standard at the paired MW-6 monitoring wells. Chlorobenzene and 1,4-dichlorobenzene were detected in the groundwater sample from MW-7 at concentrations of 15 ug/L and 3.5 ug/L, respectively. These concentrations are less than the 2L Standard. The volatile organic compounds chlorobenzene, cis-1,2-dichloroethene, 1,4- dichlorobenzene, tetrachloroethene, trichloroethene, vinyl chloride and 1,2- dichloropropane were detected in the groundwater sample from MW-8. Compounds detected in concentrations that exceeded groundwater standards were 1,4- dichlorobenzene at 7.8 ug/L, tetrachloroethene at 6.1 ug/L, vinyl chloride at 4.4 ug/L and 1,2-dichloropropane at 1.1 ug/L. These compounds have been detected in similar concentrations in previous groundwater samples from MW-8. The compounds detected in the groundwater from MW-8 are typical of chlorinated solvents and their breakdown products. Vance Co. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx 5.1.2 Semivolatile Organic Compounds Sampling for semivolatile organic compounds was not required for the second portion of 2017 because no semivolatile organic compounds were detected by the Appendix II sampling conducted in February 2017. Semivolatile organic compounds have not been detected by previous monitoring programs. 5.1.3 Pesticides/Herbicides Sampling for pesticides or herbicide compounds was not required for the second portion of 2017 because no pesticides or herbicide compounds were detected by the Appendix II sampling conducted in February 2017. No pesticide or herbicide compounds have been detected since 2003. 5.1.4 Inorganic Constituents A summary of inorganic constituents detected in groundwater samples for the Closed Landfill is presented in Table 4. Inorganic constituents that exceeded a Standard for this sampling event are shown in Figure 6. Cobalt was the only metals detected above the required NC SWSLs in the groundwater sample from the upgradient monitoring well MW-10. Cobalt is not listed by the 2L Standard. Cobalt has a SWSL of 10 ug/L and a Groundwater Protection Standard of 2 ug/L. Cobalt was detected in the groundwater sample from MW-10 in a concentration of 16.3 ug/L. Inorganic constituents detected above the required NC SWSLs in one or more of the downgradient monitoring wells (MW-6, MW-6DR, MW-7, MW-8, and MW-9) were barium, cobalt, copper and nickel. Of these inorganic constituents, barium and nickel were detected in concentrations that exceeded the 2L Standards. Concentrations of cobalt exceed the Groundwater Protection Standard of 2 ug/L. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx Barium was detected in concentrations that ranged from 163 ug/L at MW-9 to 1,130 ug/L at MW-6. Concentration of barium that exceeded the 2L Standard of 700 ug/L were detected at MW-6 and MW-6DR. Cobalt was detected above the Groundwater Protection Standard of 2 ug/L in four downgradient monitoring wells and the upgradient monitoring well MW-10. Concentrations of cobalt ranged from less than 10 ug/L at MW-6DR (deep) to 138 ug/L at MW-6 (shallow). These detected concentrations of cobalt are consistent with previous data. The suspected source of the cobalt is from factory scraps of blue dyed air filters that were disposed in the landfill. Cobalt was detected in the upgradient well MW-10 in a concentration of 16.3 ug/L. Copper was detected above the NC SWSL of 10 ug/L in samples from MW-6, MW-7, MW-8 and MW-9 in concentrations 158 ug/L, 137 ug/L, 19.5 ug/L and 49 ug/L, respectively. The 2L Standard for copper is listed at 1,000 ug/L. Nickel was detected above the NC SWSL of 50 ug/L in samples from MW-6 and MW-8 in concentrations of 111 ug/L and 82.5 ug/L. The 2L Standard for nickel is listed at 100 ug/L. In summary, barium and nickel were the only metals detected in the groundwater samples associated with the Closed Landfill that exceeded 2L Standards. Cobalt exceeded the Groundwater Protection Standard of 2 ug/L in four downgradient monitoring wells. Cobalt was also detected in the upgradient well MW-10 in a concentration of 16.3 ug/L. The metal concentrations detected by this monitoring event were generally consistent with previous data. Vance Co. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx 5.2 PRE-1991 LANDFILL A summary of the groundwater analysis for this monitoring program for the Pre-1991 Landfill is presented in Table 5. Monitoring wells MW-1 and MW-2 are located downgradient and adjacent to the Pre-1991 Landfill. Groundwater samples were collected from monitoring wells MW-1 and MW-2 and analyzed for the eight RCRA metals and the Appendix I list of volatile organic compounds by GC/MS (SW-846 8260). The detection of volatile organic compounds was limited to MW-1. Volatile organic compounds detected above NC SWSLs were benzene at 1.8 ug/L, chlorobenzene at 5.1 ug/L and 1,4-dichlorobenzene at 2.4 ug/L. Of these compounds, only benzene was present in a concentration that exceeded a 2L Standard. No volatile organic compounds were detected in the groundwater sample from MW-2. Barium was the only RCRA metal detected above the NC SWSLs. Barium was detected in concentrations of 199 ug/L at MW-1 and 130 ug/L at MW-2. The 2L Standard for barium is 700 ug/L. Lead was initially detected at MW-1 in a concentration of 17.6 ug/L. The 2L Standard for lead is 15 ug/L. A resample of this well conducted on August 30, 2017 reported lead concentrations to be less than the method detection limit of 3.1 ug/L. Therefore, the reported lead in the first sample was likely due to particulate and was not confirmed. Vance Co. Surface water samples were collected from the three surface water sampling stations (SW-1, SW-2, and SW-3). The samples were analyzed for the Appendix I list of constituents. No volatile organic compounds were detected above NC SWSLs of the SW-846 8260 method. No Appendix I metals were detected above the NC SWSLs. These results are consistent with previous data. Vance Co. MSWLF 8/2017 Monitoring C:\Users\Jack\OneDrive\S E I\Vance Co\GW Monitoring\August 2017 Report\RPT-8-17.docx 6.0 SUMMARY Volatile organic compounds detected above the 2L Standard were limited to MW-6, MW-6DR, MW-8 and MW-10. The volatile organic compounds with concentrations that exceeded the 2L Standard were benzene, tetrachoroethene, trichloroethene, vinyl chloride, 1,4-dichlorobenzene and 1,2-dichloropropane. The groundwater sample with the highest level of volatile organic contamination was obtained from MW-8 which is located near the center of the landfill. Over the past ten years, from February 2007 to August 2017, we have documented attenuation of chlorinated volatile organic compounds at MW-8. Tetrachloroethene has decreased from 85 ug/L to 6.1 ug/L. Trichloroethene has decreased from 26 ug/L to 2.8 ug/L. Vinyl chloride has decreased from 7.4 ug/L to 4.4 ug/L. Cis-1,2-dichloroethene decreased from 70 ug/L to 40 ug/L. Cobalt, barium and nickel were the only metals detected in the groundwater samples that exceeded a standard. The highest concentration of these metals were detected in the sample from MW-6 with cobalt at 138 ug/L, barium at 1,130 ug/L and nickel at 111 ug/L. Monitoring wells MW-1 and MW-2 are associated with the Pre-1991 Landfill. Benzene in a concentration of 1.8 ug/L at MW-1 was the only contaminant detected above the 2L Standard. Groundwater from the Closed and Pre-1991 Landfills discharges to the unnamed tributary of Crooked Creek. No volatile organic compounds or metals were detected in the three surface water samples collected from the creek. These results are consistent with previous data. Vance Co. The next sampling event for the semiannual program should be performed in February 2018. The February 2018 program should include the following actions:  Sample six (6) monitoring wells at the Closed Landfill for Appendix II constituents,  Sample three (3) surface water stations for Appendix I constituents; and  Sample two (2) monitoring wells at the Pre-1991 Landfill for volatile organic compounds and the eight RCRA metals.
