The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The scale house areas and access roadways at both the close Phase I and active Phase II MSW landfill facilities
were clean and free from windblown litter. Roadsides had been mown recently, and both facilities were neat in
appearance.
2. Mr. Sink stated that landfill slopes were due to be mowed over the next several weeks.
3. A cursory inspection of the transfer station, electronics collection area, HHW collection area, white goods collection
area and scrap tire collection area was made. No unacceptable waste was found, and all areas appeared to be clean
and well maintained.
4. The closed C&D landfill was observed to have an established vegetative cover on top and across the side slopes.
Slope drains appeared to be functioning as designed, and no evidence of erosion was visible.
5. The access roadway at the C&D landfill was rutted and in need of maintenance. Mr. Sink stated that repair work
would take place as the area dried out over the next week.
6. The working face of the active MSW landfill was found to be small, with facility staff actively managing the waste
as it was received.
7. The tipping/operating area immediately surrounding the working face was muddy with some evidence of
windblown litter. Mr. Sink explained that the rain and wind, experienced as the remnants of Hurricane Irma passed
through the county over the last few days, had made it difficult to maneuver safely in the muddy conditions. An
equipment operator was observed to be smoothing out tire ruts and keeping the area passable for customers. Mr.
Sink added that daily collection of the windblown litter would continue.
8. Windblown litter was not observed outside of the operational area surrounding the working face.
9. The side slopes at the active landfill appeared to be stable, and the new vegetative cover had filled in well. No
evidence of erosion was observed at the active Phase II MSW landfill.
