Dear Mr. Reynolds and Mr. Beane:

Please find enclosed the Permit to Operate for the Moore County Transfer Station, Permit No.
6302-Transfer-1994. This permit approves the Life of Site Permit approval to operate.

This permit is issued to Moore County as owner of the facility and Republic Services of North
Carolina, LLC, as operator. Should the contract operator change, or ownership of the facility or
operator change, then a new permit must be issued and the Section must be notified in
accordance with permit condition #9 on page 3 of the permit, which reads:

“In accordance with N.C.G.S. 130A-295.2(g), the permittee shall notify the Section thirty
(30) days prior to any significant change in the identity or business structure of either the
owner or the operator, including but not limited to, a proposed transfer of ownership of
the facility, a change in the operator of the facility, or a change in the parent company of
the owner or operator. “

In general, the new facility permit does not reiterate permit conditions which are included in the
Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which
are included within the approved plans, such as site specific operations. Please review the
conditions of the permit carefully.
