STATUS OF PERMIT: Active; Permit to Operate (PTO) issued 6 February 2014, expires 2 April 2019. Pursuant to 15A NCAC 13B .0201(c) and .0206(a) a complete permit review request including updated Facility, Operations, and Waste Screening Plans is due on or before 2 October 2018; this application must comply with the rules and regulations in effect at the time of
the application.
PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection to review corrective actions taken in response to FCIR 6903T_INSP_20170228 STATUS OF PAST NOTED VIOLATIONS: 1) 15A NCAC 13B .0104 (a) states “The owner or occupant of any property, except that exempted as specified in Rule .0103(c) of this Subchapter shall be responsible for the sanitary storage of all solid waste accumulated on the property.” Resolved
2) 15A NCAC 13B .0104 (b) states “Garbage shall be stored in either durable rust resistant, non-absorbent, water-tight, rodent proof, and easily cleanable containers with a close fitting fly-tight cover, when applicable, or other types of containers acceptable to the local governing agency and conforming to the intent of this Section.” Resolved

3) 15A NCAC 13B .0104 (c) states “Refuse shall be stored in durable containers or as otherwise provided in
this Section. Where garbage is stored in combination with refuse, containers shall meet the requirements for garbage containers.” Resolved 4) 15A NCAC 13B .0104 (f) states “All solid waste shall be stored in such a manner as to prevent the creation of a nuisance, insanitary conditions, or a potential public health hazard.” Resolved 5) 15A NCAC 13B .0402 (1) states “Operational plans shall be approved and followed as specified for the
facility.” Resolved 6) 15A NCAC 13B .0402 (7) states “Appropriate method shall be provided to confine material subject to be blown by the wind within the area. At the conclusion of each day of operation, all windblown material resulting from the operation shall be collected and returned to the area by the owner or operator.” Resolved
OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection, please see the ADDITIONAL COMMENTS
section below. ADDITIONAL COMMENTS: 1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. 3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires,
and Yard Waste generated in Carteret, Craven, and Pamlico Counties. 4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04 in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in Tuscarora, Craven County, NC. 5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours of operation, and the emergency contact number is posted at the Facility entrance. 6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM. 7) The Facility is secured by means of a locked gate at the Facility entrance.
8) The entrance to the Facility is well-maintained and no windblown debris was noted along the roadway approaching the site. 9) The Facility access road is of all-weather construction and is being maintained in overall good condition.
10) The scrap tire collection area is well-maintained with an adequate fire break and clear access around the area for inspection, maintenance, and fire control. 11) All yard waste collected on-site is hauled, as needed, to the Coastal Environmental Partnership Compost
Facility, permit #25-09, in Tuscarora, Craven County for grinding and composting. 12) The yard waste collection/storage area is well maintained with an adequate fire break and clear access around the area for fire suppression, maintenance, and inspections.
13) Two roll-off containers are being maintained in a residential waste management area off of the Transfer Station access ramp to reduce the amount of small vehicle/small load traffic on the tipping floor. This area is well maintained and no overflow/windblown debris was observed around the roll-off containers during this Facility Compliance Inspection.

14) This Facility utilizes steel hog-wire type fencing around the perimeter of the property to control windblown litter. Windblown litter is collected at the close of each workday and placed in transfer trailers for proper disposal. No windblown debris was observed during this Facility Compliance Inspection.
15) Access around the Facility is generally stable and well maintained, overall. Repairs have recently been completed to some eroded and differentially settled areas located around the transfer station. The repaired areas have been seeded to establish a groundcover suitable to prevent erosion. *Please continue to monitor these areas to ensure the establish of a cover crop suitable to prevent erosion. Any areas where germination of the cover crop is incomplete should be reseeded and mulched until a suitable cover crop is established.
16) Leachate is collected on-site and stored in a below-ground storage tank and then pumped to an above ground storage tank. The above ground tank is pumped down and hauled for treatment as needed. The above-ground leachate storage tank and its secondary containment system appear well maintained and properly functioning at this time.

17) This facility maintains an adequate number of trailers on-site to properly manage the volume of waste
received during operating hours. 18) The facility is protected by highly visible safety bollards at the entrance to the tipping floor and at the entrances to the trailer loading bay.
19) Signage is posted at the entrance to the tipping floor instructing customers of safe operating procedures. 20) There are five fire extinguishers maintained at the facility for fire suppression: three in the transfer station, one in the loader, and one in the transfer tractor; all of which read a full charge. 21) There are three hose bibs in the transfer station for facility wash-down and fire suppression: two are located at the entrance to the tipping floor and a third is located in the trailer loading bay. 22) Signage is maintained on the tipping floor adjacent to the trailer loading area instructing customers to safe operating procedures. 23) The transfer station tipping floor is cleaned and washed down daily. 24) The leachate collection drains in the tipping floor were clear of blockage and appeared to be functioning properly during this Facility Compliance Inspection.
25) The tipping floor is well-maintained and is in overall good condition at this time. 26) Waste received at this facility is processed in a timely manner. 27) Recyclable metals and unacceptable waste streams are removed from the facility for proper management daily. 28) The trailer loading area and the area is policed throughout the workday and as loaded trailers are removed from the loading bay. *Please continue to ensure that this area is cleaned of waste overflow as filled trailers are removed from the bay for transfer and at the end of each workday.
29) The leachate collection drains in the trailer loading bay were clear of blockage and appeared to be functioning properly during this Facility Compliance Inspection. 30) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
