Dear Mr. Lambert:
S&ME, Inc. (S&ME) has prepared this Post-Closure Maintenance Plan for Davie County’s closed MSW and
C&D landfills. It was prepared in response to the March 24, 2017, Notice of Deficiency (NOD) letter issued
to Davie County by the North Carolina Department of Environmental Quality (NCDEQ), and the associated
NCDEQ Facility Compliance Inspection Reports of the same date. Revision 01 incorporates the addition of
a specification for tree limb removal for trees that remain on the landfill cover system (see Page 7, Section
3.1.3.1 and Page 8 Section 3.1.3.2). This addition was made in response to a comment received from the
NCDEQ during their review process.
This document provides a maintenance plan outlining actions to be taken by Davie County for compliance
with applicable NCDEQ regulations, and addresses the NOD required response action. Our services were
performed in general accordance with S&ME Proposal No. 1584-04-P072, dated May 21, 2004 and
subsequent proposal authorizations. At your request, a copy of this plan has been submitted to the
NCDEQ, Division of Waste Management, Solid Waste Section for their review and approval. Please

1.0 Introduction
The purpose of this Post-Closure Maintenance Plan (PLAN) is to outline the post-closure maintenance
activities for the closed Municipal Solid Waste (MSW) landfill and closed Construction and Demolition
(C&D) landfill. The information contained in this PLAN will be used to assist Davie County in the
maintenance and monitoring of the facility required during the post-closure care period. This PLAN aims
to reduce required long term maintenance activities and to control the post-closure release of
contaminants. As such any post-closure use of the property shall not disturb the integrity of the cap
system or any other components of the containment system, or the function of the monitoring systems
unless necessary to comply with the requirements in applicable rules. If the post closure planned use is
changed and may disturb the facility, the County shall obtain prior approval from NCDEQ by
demonstrating that disturbance of the cap system or other component of the containment system,
including any removal of waste, will not increase the potential threat to human health or the environment.
Post-Closure maintenance activities may be revised as appropriate for technological advances, site-
specific lessons learned, or changes in regulations at that time.
2.0 Background
The closed Davie County MSW and C&D Landfills are located approximately 2.5 miles southeast of
downtown Mocksville in the central part of Davie County. The physical address of the landfill is 360 Dalton
Road (SR 1605), Mocksville, North Carolina 27028. The subject MSW landfill units were covered by Permit
No. 30-01, whereas the subject C&D landfill is covered under permit 30-03. The facility location is
illustrated on Figure 1, Site Location.
Records reviewed by S&ME indicate that the Davie County MSW Landfills consisted of four Phases. Phase
I and Phase II, situated east of the permitted MSW landfill (30-01) were Pre-Regulatory landfills; which are
currently managed by the NCDEQ, and they are excludes from this PLAN. The Pre-Regulatory Landfill
units are reportedly referred by the NCDEQ as the Dalton Refuse Dump, NONCD0000279. On June 5,
1981, a permit 30-10 was issued for the first of Davie County MSW landfill units addressed by this PLAN.
The permitted units reportedly consist of the following three phases:
♦Phase III, closed in 1990
♦Phase IV, a portion closed in 1991, last cell closed in 1994
The Phases III and IV are unlined MSW landfills. Phase IV operations reported ceased sometime prior to
October 6, 1993 with a final closure date of April 9, 1994. According to historic closure design drawings
prepared by DS Atlantic, dated October 7, 1993, Phase IV was to be “closed-out” with approximately 18
inches of a soil barrier material with a conductivity of approximately 10-5 centimeters per second (cm/s)
placed over the waste, overlain by approximately six-inches of topsoil (erosion layer) on top of the landfill.
Specific closure methods for other phases were not discovered. The MSW landfill is currently 23 years
into the 30 years of required post-closure monitoring.
The C&D Landfill (Permit No. 30-03) is located north of the closed and permitted MSW Landfill units. The
C&D Landfill was permitted on May 16, 1995. The C&D landfill was closed in 2003, with a cover system
consisting of approximately 18-inches of soil with a permeability of approximately 10-5 cm/s placed over

the waste, overlain by approximately six-inches of cover topsoil (erosion layer). The C&D landfill is
currently 14 years into the 30 years of post-closure monitoring.
Currently, under contract with Davie County, Republic Services utilizes the portions of the facility near
Dalton road as a solid waste convenience site for Davie County residents. The landfilled property is
illustrated on Figure 2, Existing Site Conditions.
2.1 NCDEQ Periodic Post-Closure Inspections
Recent NCDEQ Facility Compliance Inspections of the Davie County Landfill included July 11, 2007,
October 11, 2010, June 21, 2011, and January 31, 2017. With the exception of the January 31, 2017
inspections, the listed prior inspections yielded no reported violations.
On January 31, 2017, Ms. Kim Sue and Mr. Charles Gerstell with the NCDEQ conducted a Facility
Compliance Inspection of the closed Davie County MSW landfill and the closed C&D landfill, and
subsequently issued written a Facility Compliance Inspection Report for each landfill dated March 24,
2017. For each landfill, the following provide a brief summary of the reported violations and
corresponding required actions:
Closed MSW Landfill
1.Violation: Permanent methane monitoring devices were never installed and explosive landfill gas
monitoring is not being conducted.
Required Actions: Within 90 days of receipt of inspection report, develop and submit a landfill
gas monitoring plan to NCDEQ for review and approval.
2.Violation: Final cover system (hereafter referred to as the CAP) was not maintained.
Required Actions: Within 90 days of receipt of inspection report, develop and submit to NCDEQ a
written maintenance plan outlining steps to be taken to maintain landfill CAP integrity.
Closed C&D Landfill
1.Violation: Permanent methane monitoring devises were never installed and landfill gas
monitoring is not being conducted.
Required Actions: Within 90 days of receipt of inspection report, develop and submit a landfill gas
monitoring plan to NCDEQ for review and approval.
2.Violation: Final cover system (CAP) was not maintained.
Required Actions: Within 90 days of receipt of inspection report, develop and submit to NCDEQ a
written maintenance plan outlining steps to be taken to maintain landfill CAP integrity.
On March 24, 2017, the NCDEQ issued a Notice of Deficiency (NOD) letter to Davie County that stated
“Davie County shall come into compliance by June 30, 2017 with all requirements of the regulations in
15A NCAC 13B by completing the following:
1.Develop a landfill gas monitoring plan and submit the plan to Elizabeth Werner, Permitting
Hydrogeologist, for review and approval. Although not listed, Davie County understands that
compliance also required the development of this PLAN for approval by NCDEQ.

Based on a review of the Facility Compliance Audit Reports and additional site inspections, this PLAN was
developed to address observed conditions at the subject landfill units and to provide a framework for
future monitoring and maintenance activities required for post-closure care of the subject landfill units.
3.0 Post-Closure Care
For each landfill, Post-closure care will be conducted for 30 years following their respective final closure
dates and consist of the following elements:
♦Inspection and maintenance of final cap systems, including:
•Repairs to the cover as necessary to correct the effects of settlement, subsidence, erosion, or
other events.
•Preventing run-off from eroding and damaging the cap system.
•Repairs to the cover as necessary to control leachate breakouts.
Following completion of the post-closure care period of the MSW unit and separately for the C&D unit,
the Davie County shall notify the Division of Waste Management that a certification, signed by a
registered professional engineer, verifying that post-closure care has been completed in accordance with
the post-closure plan and has been placed in the operating record.
During the post-closure period, the facility contact will be Mr. Johnny Lambert, Davie County, 298 E.
Depot Street, Suite 200, Mocksville, North Carolina, Phone No. (336) 753-6090 (or the successive Davie
County appointed representative).
3.1 Cover System Inspections & Repairs
CAP systems are designed to minimize storm water infiltration into the landfill and to resist erosive forces.
For the subject landfill units, the original vegetation/erosion layer consisted of at least 6 inches of earthen
material capable of supporting native plant growth, prohibiting vector intrusion, and protecting the
underlying low-permeability soil layer from damage due to desiccation (from drying) and from freeze-
thaw. The cover system was planted with grass to stabilize the cover soils, minimize erosion, and reduce
cover system maintenance.
3.1.1 Annual Inspection
The cover vegetation on the C&D and MSW landfills will be cut over one time year, typically during the
month of April1. Approximately 14 days or less following the cutting of the vegetation, the landfill cover
system will be visually inspected for areas of bare soil, signs of erosion, the adequacy of the vegetative
cover to stabilize and protect the cover system, indication of waste settlement, and the presence of trees
on the cover system (with exceptions noted herein). The CAP will be observed for leachate outbreaks that
may cause a release to the environment or a threat to human health. An inspection checklist will be used
to document each inspection event. If items of concern are observed, the approximate location(s) should
be noted on an accompanying map of the landfill. Completed inspection checklists will be submitted to

the Davie County landfill facility contact. An example Post-Closure Inspection Checklist is included in the
Appendix I.
Following receipt of inspection observations checklists, Davie County will carry out the following actions in
a practical manner and in a reasonable amount of time:
♦Repair of severe erosion, such as significant ruts and gullies will be filled, reseeded and/or
mulched as site and weather conditions allow. Repairs of steep side slopes may begin when
conditions are dry enough for safe equipment operation, and when it is considered practical for
the re-establishment of the stabilizing vegetative cover.
♦Bare spots will be revegetated with grass seed and mulch and/or straw to promote seed
germination.
♦Any deep-rooted or woody vegetation that may have established itself on the cover soil will be
removed so that deep root growth will not compromise the integrity of the barrier layer of the
final cover. Exceptions for the management of existing trees are discussed in Section 3.1.3.
♦Vegetation – Disturbed areas will be seeded/vegetated and revegetated in areas that are eroded.
♦Significant depressions in the cover that pond water or otherwise impair the function of the final
cover will be filled and/or regraded.
♦Leachate Seeps – Leachate seeps identified during site inspections will be repaired. Repairs will
typically consist of 1) placing additional low-permeability soil, 2) installing a temporary sump or
other collection devices, and/or 3) other measures deemed appropriate for the specific condition
meeting the goal of preventing leachate from leaving the CAP and entering surface water
drainage systems.
Note: Individuals conducting these inspections should photograph any items of concern observed and
carry a copy of the prior inspection report with them during each subsequent inspection, as a guide to
needed re-inspection items.
Any deterioration of structures or any other problems revealed by the observations will be corrected to
comply with the facility permit and to ensure that no environmental or human health hazard develops.
When a hazard is imminent or has already occurred, remedial action will be taken immediately to correct
or repair the hazard.
3.1.2 Quarterly Inspections
The landfill cover system will be visually inspected quarterly for signs of settlement, erosion, and bare
spots. In some areas, visual observations may be limited by the vegetative growth between the annual
mowing events and the season. In these situations, observations will be made to the extent practical.
Additional inspections may be performed after large storm events. The landfill cover system will be
visually inspected for areas of bare soil, signs of erosion, the adequacy of the vegetative cover to stabilize
and protection of the cover system, indication of waste settlement, and the presence of trees on the cover
system (with exceptions noted herein). An inspection checklist will be used to document each inspection
event. If items of concern are observed, the approximate location(s) will noted on an accompanying map
of the landfill. The completed inspection checklist will be submitted to the Davie County landfill facility
contact, or his designee. An example Post-Closure Inspection Checklist is included in the Appendix I of
this Post-Closure Maintenance Plan.

♦The most common cover maintenance required is to repair erosion damage. Significant ruts and
gullies will be filled, reseeded and mulched as weather conditions allow. Repairs will begin when
the side slopes are dry enough for safe equipment operation.

re-inspection items.
3.1.3 Management of Trees On The Landfill Cover System
Based on the recent NCDEQ Facility Compliance Inspections and S&ME’s subsequent site observations, it
was apparent that it may not be practical or the most effectual CAP integrity management approach to
remove all trees growing on the CAP, given that some areas contain many larger diameter trees on steep-
sided slopes that very stable and show little signs of erosion damage. Considerations was given to the
fact that the MSW landfill is 23 years into its’ Post-Closure care period. Considerable thought was given
with respect on how to best manage and protect the cover system. Based on S&ME assessment of the
current conditions, a phased approach for the removal and management of trees currently growing on
the landfill CAP was developed. Following implementation of the initial tree removal and management
program, required future tree maintenance should be minimal.
There is no definitive line to be drawn regarding the size of trees that should be removed from the CAP
and those that may be considered acceptable to remain under the site specific circumstances. In
developing this plan S&ME considered that many of the trees currently growing on the CAP are less than
4 inches in diameter, breast high. Tree of this size and smaller could be expected to have smaller roots,
and root systems that are not as extensive as those of larger trees. According to Revegetating Landfills
and Waste Containment Area Fact Sheet (EPA Fact Sheet EPA 542-F-06-001) it is possible for trees, shrubs
and other types of vegetation planted on a landfill cover system to not affect the system’s integrity and
protective qualities. The Fact Sheet identified the potential for root penetration to damage the cover
system as the primary concern. However the Fact Sheet indicated that root growth depends on the

characteristics of the soil and that a compacted clay layers such as those used for landfill cover systems,
have been shown to cause tree roots; including tap roots to grow laterally once they reach the clay layer.
With this information in mind, coupled with the potential for tree and root removal to disturb stable soil
covering the landfill, particularly areas with steep slopes, the following tree removal and tree management
plan was developed.
3.1.3.1 Initial Tree Removal, Tree Management, CAP Maintenance
Phase 1 for which work has been completed includes:
•No trees will be removed in “Area PRL” shown on Figure 3, MSW Landfill Detail Drawing. This
predominantly pine tree covered area is thought to contain a Pre-Regulatory Landfill. Davie
County has initiated an informal request to the NCDEQ for the potential inclusion of this area in
the NCDEQ Pre-Regulatory Landfill Program. If this area is not accepted in the program, an
amendment to this plan will be developed for the management and/or removal of the trees in
this area. The amendment will be submitted to NCDEQ for review and approval.
•Remove trees on the C&D landfill CAP. The trees observed were predominantly small cedar trees
that have grown at random locations on side slopes of the CAP. The trees observed were less
than 4-inches in diameter breast high. The trees and tree roots (to the extent practical) will be
removed and the disturbed cover soil repaired and reseeded. Following tree removal, the
vegetation on the side slopes of the C&D landfill will be cut, the CAP inspected, and additional
edge of waste markers placed, as necessary to create a line of sight from one marker to the next.
Tree removal areas will be observed during subsequent quarterly or annual inspections of the
CAP.
•Repair/restore a segment of the drainage swale and associated perimeter berm along the east
side of C&D landfill, as necessary to restore the function of these storm water BMPs. The
improved management of CAP storm water will reduce potential erosion beyond the CAP.
•The small leachate seep observed in the southeast portion of the MSW landfill will be addressed.
Additional low-permeability soil will be placed, graded, and the disturbed area seeded/vegetated.
Post repair monitoring observations will be used to assess the success of the repair to influence
leachate seepage.
Phase 2 is tentative scheduled for the 3rd or 4th Quarter of 2017. The Phase 2 repair/maintenance items
involve disturbances of generally larger areas or items that were ranked as less urgent maintenance
actions. For these larger disturbance areas, conducting repairs around the fall season should enhance the
success of reseeding efforts to reestablish protective vegetation. Phase 2 will include:
•Repair and reseed bare soil areas observed on the C&D landfill cover system.

•Removal of trees less than four inches in diameter breast high in Areas A, B, and C shown on
Figure 3 – MSW Landfill Detail Drawing. The trees and tree roots (to the extent practical) will
be removed and the disturbed cover soil repaired and reseeded. Healthy trees greater than 4-
inches in diameter breast high shall remain. Dead or diseased trees will be cut and removed from
the cover. Areas of tree removal shall be observed during subsequent quarterly or annual
inspections of the CAP, with deficiencies or concerns noted.
•Removal of trees less than four inches in diameter breast high and heavy brush from the readily
accessible areas just below the perimeter berm on the east side of the MSW landfill, referred to as
Area D shown on Figure 3 – MSW Landfill Detail Drawing. The trees and tree roots (to the
extent practical) will be removed and the disturbed cover soil repaired and reseeded. Healthy
trees greater than 4-inches in diameter breast high shall remain. Dead or diseased trees will be
cut and removed from the cover. The existing vegetation in this area will be cut, to the extent
practical. Areas of tree removal shall be observed during subsequent quarterly or annual
inspections of the CAP, with deficiencies or concerns noted.
•Following the removal of trees in Areas A, B, C, and D the existing edge of waste markers will be
observed, and additional marker installed as necessary to permit viewing one marker to the next.
•Due to the relatively steep slopes and the presence of many larger diameter trees in Areas E1 and
E2 shown on Figure 3 – MSW Landfill Detail Drawing, tree removal is not recommended in this
area. Keeping in mind the overarching goal is to protect the integrity of the landfill cover system
and reduce the infiltration of water into the landfill, a no tree removal approach is believed to be
the better approach. The CAP in this area was observed to be in an overall good condition with
no significant erosion observed and no signs of leachate seeps. Removal of trees and tree roots
would disturb soil that are currently stable, whereas the tree roots are likely features that help to
stabilize the soil on steep slopes. As noted previously, information in an EPA Fact Sheet suggests
that trees growing on a landfill CAP are more likely to grow roots within the uppermost protective
layer, rather than into the compacted clay rich restrictive layer. Therefore, considering the steep
gradients of these side slopes, it is more likely that the removal of the trees and disturbance of
the uppermost cover soils would result in greater erosion of the cover soil. Furthermore, the
steep slopes promote run-off of water due to precipitation, while the larger trees have a capacity
to uptake water that infiltrates into the upper portion of the cover system. Management of this
area will include cutting of dense brush, to the extent practical, to facilitate routine CAP
inspections and a review of edge of waste marker placement.
•On April 13, 2017, S&ME observed a few depressions in the MSW CAP with no water ponding,
although damp to wet soils were observed. In these areas additional low-permeability soil will be
placed, graded, and the disturbed area seeded/vegetated to stabilize the repair areas.
•For trees remaining on the CAP in Areas A, B, C, D, E1 and E2; tree limbs shall be removed from
the portion of the tree trunk from the land surface to approximately six feet above the land
surface, for the purpose of facilitating visual inspections of the CAP and if applicable, sight lines
between limits of waste markers.
Note that tree root penetrations and degree of stable soil disruption observed during the initial removal
of trees and tree roots greater than 4 inches in diameter breast high will be evaluated. Davie County

reserves the right to modify the above outlined guidance as appropriate to best manage the protection
and integrity of the landfill cover system.
3.1.3.2 Post Initial Tree Removal Inspection
Following the removal of trees in Areas A, B, C and D, these areas will be inspected quarterly and
monitored for signs of new tree growth, soil erosion, soil settlement, and re-establishment of a soil
stabilizing vegetative cover. Trees greater than 4 inches in diameter (breast high) that were permitted to
remain should be observed quarterly and if found to be dead or possibly diseased, shall be removed
when practical. As presented in Section 3.1.3.1, for trees remaining on the CAP in Areas A, B, C, D, E1 and
E2; tree limbs shall be removed from the portion of the tree trunk from the land surface to approximately
six feet above the land surface. With the exception of Area E, the remaining landfill CAP areas will be
mowed annually, a maintenance tool that is expected to reduce or eliminate significant future growth of
trees in these areas.
Areas E1 and E2 will be inspected quarterly for the presence of dead or possibly diseased trees, which
shall be removed when practical.
3.2 Landfill Gas Monitoring
The landfill gas monitoring wells and structure monitoring will occur quarterly, in accordance with the
Landfill Gas Monitoring Plan, following approval of the plan by NCDEQ. During the quarterly inspections
of the CAP, signs of landfill gas leakage through the CAP, if any, will be noted, including indications of
distressed vegetation and/or fissures.
3.3 Water Quality Monitoring
Post-Closure compliance groundwater and surface water monitoring is conducted on a semi-annually
basis during the spring and fall of each year. During each monitoring event the sampled monitoring wells
will be observed for well integrity and compliance with 15A NCAC 2C Well Construction Standards. Well

Davie County has submitted a request to the NCDEQ for the abandonment of monitoring wells MW-1,
MW-8, MW-10, and MW-11, which are no longer used for post-closure compliance monitoring. In
addition, these wells are not considered to be current or future assets to the Davie County Landfill. Proper
abandonment of these monitoring wells removes the burden of maintaining wells that are not essential to
post-closure care.
