The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The Septage Detention and Treatment facility (SDTF) consisted of one 100 gallon, two 4,000 gallon, three 1,000
gallon, one 6,000 gallon, one 10,000 gallon and one 12,000 gallon tanks. The nine tanks have a total capacity of
39,100 gallons for the storage of untreated and treated waste.
2. There were no leaks or spills observed at the facility.
3. No odors were detected at the property lines.
4. No flies or other vectors were observed.
5. It appears that set-back/buffer requirements have been met.
6. Appropriate signage was in place at the entrance to the access road.
7. All weather roads are maintained for access to the site.
8. The ground around the tanks were well maintained.
9. Solids from the dewatering system are currently being mixed with wood chips and taken to the Foothills
Regional MSW Landfill instead of composting. The current permit does not address this process and will need
to be included in the upcoming permit revision. The revision must include a written schedule for the removal of
the de-watered septage (including grease septage) mixed with wood chips. The removal schedule must be at the
very least once per week, but can be done more often.
10. An odor complaint was received. The winds were variable; odors were observed on the property but not offsite.
As a reminder, 15A NCAC 13B .0841 (g) states: “The permit holder of a septage treatment or detention facility
shall control odors from the facility at the property boundary.”
