Gentlemen:

The Division Waste Management (DWM), Solid Waste Section (SWS) has completed review of
the following document titled as:
• Certification Report Construction Quality Assurance Report (CQA Report), Uwharrie Regional
MSW Landfill. Prepared by Atlantic Coast Consulting, Inc. Dated August 1, 2017 and revised
through August 17, 2017. (DIN 28404).
The SWS has no further comment on the CQA Report at this time and determines that the CQA
Report (DIN 28404) meets the requirements in the Rule 15A NCAC 13B .1624, the Permit
Conditions in the Attachment 2 of the Permit to Construct dated May 14, 2015 (DIN 23532), the
approved CQA Plan & Technical Specifications (DIN 62110) and the modifications (21459 and
23531), and amendment (27540). Based on this determination, the SWS hereby issues the
permittee, the County (owner) and Republic (operator), the Permit Approval to Operate (DIN
28405) to operate Uwharrie Regional Landfill – Cell 14B. This permit will expire May 14, 2020.
Pursuant to N.C.G.S. 130A-294(a2), the permittee can apply a life-of-site (LOS) permit for the
landfill on or before the expiration of this new permit.
