ADDITIONAL COMMENTS
This facility is a solid waste transfer facility that is permitted to receive solid waste as defined in NCGS 130A-290
(a)(35). The following must not be accepted at this facility: hazardous waste, yard trash, liquid wastes, regulated
medical waste, sharps not properly packaged, PCB waste and regulated-asbestos containing material. Wastes banned
from landfill disposal in North Carolina by NCGS 130A-309.10 (f) and by 15A NCAC 13 .0542(e) must not be
transferred for landfill disposal.
1. The current permit was issued November 16, 2012. The permit expiration date is March 20, 2018
2. The facility operating hours are Monday through Friday from 5:00 am to 4:30 pm.
3. The facility site plan and operations plan were readily available and reviewed with the Operator.
4. The facility is permitted to receive municipal solid waste (MSW) and construction and demolition waste (C&D)
generated in Chatham, Harnett, Johnston, Lee, and Wake Counties. MSW is transferred to the Sampson County
Landfill, Permit 82-02, located in Roseboro, North Carolina for disposal. The Wake County South Wake
Landfill, Permit 92-22, located in Apex, North Carolina may be used as alternate receiving facility (DWM will be
notified prior to using the alternative disposal site). C&D must be transported to the Red Rock Disposal, LLC
Landfill, Permit 92-28, located in Holly Springs, North Carolina.

6. The contingency plans were reviewed and were current. Emergency numbers have been posted by the
telephone and are up to date.
7. The facility is managing approximately 450 to 550 tons of waste per day.
8. Waste screening reports were verified for July 3, 2017 through July 28, 2017. The facility conducts screenings on
1 percent of loads received.
9. Leachate from the tipping floor is collected via a floor drain through an oil/water separator. A similar collection
system and second oil/water separator collects the leachate that drips in downgradient from the compactor unit in
the loading bay for transfer trailers. The drains are cleaned weekly or more often as needed. Liquid levels in the
separators are manually checked on a weekly basis or as needed to keep proper flow.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

10. Waste on the tipping floor was being well managed.

11. The tipping floor and loading bay floor are cleaned daily using the fire hose.
12. The facility had multiple fire extinguishers at the facility. All appeared to be properly charged and maintained.
13. Windblown waste at the site was very well controlled.
