Shelby, NC 28150 PARTICIPANTS: Troy Harrison, Composting & Land Application Branch STATUS OF PERMIT: Active Issued: 3/12/2013 Expires: 10/1/2017 PURPOSE OF SITE VISIT: Routine Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The Septage Land Application Site consists of Field 1 with 5.9 acres and Field 2 with 6.9 acres for a total of 12.8 acres. 2. The site is permitted for land application of domestic septage and portable toilet waste. 3. The site is located on Union Church Rd. (SR-1364) and has accessible all-weather roads to the septage land application field covered under the permit. 4. Several boundary markers could not be located due to either, they were missing or obscured due to tall grass in both fields. The nutrient management plan (NMP) requires the following: 1. The fescue will be cut as hay and bailed twice per year with a 30-day waiting period observed between the last septage application and harvest. In Field 1, septage application will cease March 31, and harvest of hay will be made as soon after May 1st as possible. After harvest, application of septage can resume until August 30th. After the required interval, harvest of hay will be made as soon after October 1st as possible. After harvest of hay, septage applications can resume. 2. In Field 2, septage applications will cease April 30th and hay harvested as soon after June 1st as possible. After harvest, applications of septage will resume until September 30th. Harvest will be made as soon after Nov 1st as possible and septage applications will resume. Failure to follow the NMP may result in violations in the future. 5. All septage discharges appear to have been made within the disposal area boundary. 6. No evidence of standing liquid or pooled waste was observed. The waste appeared to be evenly distributed throughout the fields. 7. No objectionable odors were observed. 8. Appropriate signage was displayed at the entrance.
