ADDITIONAL COMMENTS
On August 15, 2017, John Patrone met with Clyde Harding and John Hemrick to conduct a comprehensive inspection of
the Guilford County Scrap Tire and White Goods Collection Facility on Bishop Road in Greensboro, Guilford County.
1. The facility is a scrap tire and white goods collection center. It also accepts electronics and rechargeable and lead
acid batteries and resident drop-off commingled recyclables.
2. The facility permit, site plan, and operations plan were discussed.
3. The facility is open Monday through Friday 8:00 am to 4:00 pm and may operate Saturday as needed.
4. Facility records retention is located at the Guilford County Planning and Development Department, Independence
Center, 400 W. Market Street, Greensboro, NC 27402.
5. The facility operational area is a raised concrete pad covered with an awning. Transfer trailers dock at the concrete
pad. The facility generally has four scrap tire trailers and one electronics trailer available. White goods that do
not contain chlorofluorocarbons (CFCs) are placed in a scrap metal roll-off container stored adjacent to the
concrete pad. White goods that contain CFCs are stored upright in an area adjacent to the concrete pad. When
the CFCs have been removed the white goods are placed in the scrap metal roll-off container. Commingled
recyclables are collected in a front load container.
6. Scrap tires are laced in the trailers upon receipt by facility personnel.
7. The facility fills a scrap tire trailer in 1 – 2 days.
8. Mr. Hemrick stated that scrap tires are not stored on site unless in trailers.
9. It is common that three scrap tire trailers are hauled-off a week, each containing 1,000 – 1,200 tires.
10. The scrap tire trailers are hauled to Central Carolina Tire Disposal, Inc. (permit no. 43-08TP).
11. Scrap tire certification forms were verified for June and July 2017 and August 4 – 14, 2017.
12. The facility has equipment to remove tires from metal rims and has a tire rim crusher.
13. Electronics are staged on the concrete pad and/or placed onto pallets and into totes. The electronics are shrink
wrapped and placed in a trailer.
14. The electronics trailer is hauled to Synergy Recycling, LLC.
15. The electronics are picked up ~ once a week. Records for January 24, 2017 through August 15, 2017 were
observed.
16. The CFC’s are removed from white goods by Carolina Refrigerant Recovery (EPA license No.: 037868435680).
17. Chlorofluorocarbons extraction records [by the number of units] were verified for January 17, 2017 through
August 2, 2017.
18. The recyclables container is picked up ~ twice a month.
19. The scrap metal container is hauled to D.H. Griffin Companies.
20. The facility maintains records of the amount of material received. The facility receives ~ 30,000 scrap tires a
month. Electronics throughput for July 2016 through June 2017 is 488.60 tons. White goods/scrap metal
throughput for the same period is 204.96 tons and CFC’s removed is 117 lbs.
21. The facility annual report (FAR) was received by the SWS dated July 24, 2017. The tonnage of scrap tires
received and shipped-out for July 2016 through June 2017 is 5,356.53.
22. Scrap tires are not stored on the concrete pad/operational area. Although, if required, the concrete pad is
designated for scrap tire storage.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

23. Scrap tires are not stored outdoors. Although, if required, a grassed area in front of the office/facility has been
designated for scrap tire storage.
24. The facility maintains a copy of the emergency preparedness manual on site. The manual [marked “received”]
is dated June 2017.
25. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility.
26. The facility annual fire safety survey was conducted on February 14, 2017.
27. Stormwater from the facility passes through a sand filter prior to discharge.
28. The facility access road is paved with asphalt.
29. A concrete curb runs along the access road perimeter.
30. The facility is secured by a locked gate. Personnel are on site during operating hours.
31. The facility has proper signage.
32. The PTO expiration date is September 13, 2022.
33. The PTO renewal application shall be submitted to the SWS by July 15, 2022.
