Dear Mr. Martin:
Please find enclosed the signed Permit to Construct/Operate (DIN 28374) for Key Properties
LCID landfill in Alamance County, NC. This permit issuance approves the construction and
operation of the facility under the terms and conditions of the permit. In general, the facility
permit does not reiterate permit conditions included in the Solid Waste Management Rules, 15A
NCAC 13B, nor does it restate specific conditions that are included within the approved plans.
Please review the conditions of the permit carefully. A copy of the current permit, updated Operations
Plan, and other required documentation must be kept on site always.

Please make special note of Condition 3 in Attachment 2, which states requirements you must
follow prior to accepting waste into North Cell and South Cell once they are constructed.
