The facility has initiated the renewal process with the permitting branch. The permit shall expire at close of business on December 20, 2016. A permit renewal application was received by the Solid Waste Section on November 16, 2016 and is currently under review. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is a Scrap Tire Collection and Processing Facility for the collection and processing of scrap tires. 2. The facility is permitted to receive scrap tires from all counties in North Carolina, Virginia, Tennessee, and South Carolina. 3. This inspection was performed as part of an odor investigation in response to concerns from a citizen complaint of odors related to possible burning of waste in the surrounding area. No evidence of burning or odors were observed at this site. 4. Gates were provided at each entrance to prevent unauthorized access. 5. A small portion of the roof at the southeast portion of the building and some additional interior walls on the east side of the building had been demolished since the last inspection. 6. A few scrap tires were observed on the ground adjacent to the loading dock on the north side of the building. Mr. Bryant explained that the tires may have fallen during off-loading, but they are picked up periodically throughout the day. 7. All processed material was observed in designated stockpiles at the time of inspection. 8. Good access was provided around majority of stockpiles with the exception of an area along the north and western walls of the facility. Feedstock for the crumb line consisting of strippings from an aircraft tire retread operation were observed against the north wall and stockpiled truck tires were observed against a portion of the west wall. Proper access around stockpiles was discussed with Mr. Bryant. 9. No standing water was observed on site. 10. A new shredder had been installed adjacent to the tipping area which cuts tires down to at 3-inch rough shred and then sends the material via conveyor to the primary shredder within the interior processing area.
