HomeMy WebLinkAbout4104_CityHighPointKerseyValley_MSWLF_ASDAddendumResponse_DIN28394_20170815 August 15, 2017 Sent Via Email – mike.spencer@highpointnc.gov Mr. Mike Spencer City of High Point 3748 East Kivett Drive High Point, NC 27260 Re: Proposed Scope of Work and Additional Work Activities Alternate Source Demonstration Addendum City of High Point Kersey Valley Subtitle D MSW Landfill Guilford County Solid Waste Permit Number 4104-MSWLF-1991 DIN 28394 Dear Mr. Spencer: The NC Solid Waste Section has completed a review of the Proposed Scope of Work - Alternate Source Demonstration Addendum dated June 26, 2017 (DIN 28392) and the Additional Work Activities dated July 28, 2017 (DIN 28393) both submitted on behalf of the City of High Point by Babb & Associates, P.A. for the City of High Point Kersey Valley Subtitle D MSW Landfill, Solid Waste Permit Number 4104-MSWLF-1991. The Alternate Source Demonstration dated August 30, 2016 (DIN 27385 and 27899), the Proposed Scope of Work - Alternate Source Demonstration Addendum, and the Additional Work Activities were submitted in response to a NC Solid Waste Section letter titled Appendix I Inorganic Constituent Exceedances dated August 8, 2016 (DIN 26552) and in accordance with 15A NCAC 13B .1633. A new groundwater monitoring well is proposed to replace the existing upgradient groundwater monitoring well 4104-MW4. The new groundwater monitoring well is proposed to be located out of the driveway area and will be drilled to a depth of 30-35 feet. During the drilling of the new groundwater monitoring well, three to four soil samples will be collected for laboratory analyses for Appendix I metals. After installation, the groundwater monitoring well will be developed and then sampled the following day. Three groundwater samples will be collected from the new monitoring well and analyzed for Appendix I metals. Two groundwater samples will be collected using a new disposable bailer with one sampling being filtered at the laboratory, and the third groundwater sample will be collected using a peristaltic pump. Based upon the review, the Proposed Scope of Work - Alternate Source Demonstration Addendum and the Additional Work Activities are approved as described. The new groundwater monitoring well (4104- MW4R) must be surveyed for location and elevation, must have an identification plate permanently attached, and will hereafter be included as a part of the existing groundwater monitoring well network. The new groundwater monitoring well should be sampled semiannually and hydraulic conductivity and effective porosity values should be established for each screened interval to develop groundwater flow characteristics. Also, within 30 days of the completed construction of the new groundwater monitoring well, the well construction record (GW-1b form), well schematic, boring log, field log and notes, and description of well development activities should be submitted to the NC Solid Waste Section.
