Expires – December 12, 2018 – Recorded in Currituck County, NC - Book 875 and Page 807. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 1 - This facility is secured well by gates and other security measures. 2 - Signs posted and in compliance with permit conditions. 3 - Interior roads made for all weather conditions and are well maintained. 4 - The tipping floor was kept clean as to the waste was cleaned off the tipping floor between incoming trucks during this site inspection. 5 - The leachate control system appears to be working good. Leachate drains to underground tanks and then is removed from tanks as needed. 6 - This facility is permitted to receive White Goods and Scrap Metal. 7 - This facility is also permitted to receive Yard Waste and Pallets. This area looked to be managed well. 8 - This facility is permitted to receive waste from Currituck, Camden and Dare Counties. 9 - Waste is transferred to East Carolina Regional Landfill (0803-MSWLF-1993) in Aulander, NC in Bertie County. 10 - This facility also is permitted to receive Scrap Tires. Tires are place in enclosed trailers in front of the scale house. 11 – Only one fire extinguisher onsite on tipping floor and it was needing to be recharged. Due to potential fires, you need to have readily available fire suppression equipment. 12 – Scrap metal was being transported out. 13 - This facility has a screening program and the screening records were available, reviewed and were well maintained. 14 – Facility could do a better job on windblown trash. Small amount of old trash on the East side of transfer station. 15 – Metal has been replaced on Transfer Station building that was noted on last inspection conducted on February 21, 2017. 16 – Currently, this facility only has 2 certified operators. Darrell Howard – expires 11/05/2018 and William H. Etheridge – expires 05/20/2018. 17 – Trailers with stored waste were in 2 different areas. 1 was next to pond and the other 1 was in the normal loaded trailer area East of the transfer station. Some leachate from the one East of the transfer station was being captured from leaking trailer into a trough, some may be in ponded rainwater from prior trailer. Please capture and dump in leachate storage tanks. No leaks found at the trailer by the pond but it would be best not to store loaded trailers there because of the potential of leachate from a leaking trailer could enter the pond if not caught. 18 – All weight tickets are kept in the scale house with the require information and for review. 19 – Digital pictures taken during this facility compliance inspection.
