PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the yard waste notification is in compliance with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10) and 13B .1406 and the requirements as stated on the yard waste
notification reference form and operational letter).

ADDITIONAL COMMENTS
On August 3, 2017, John Patrone met with Nicholas Holcomb and Don Peeler to conduct a comprehensive inspection of
the City of Randleman Yard Waste Facility – YWN on Applewood Road in Randleman, Randolph County.
1. The facility is a yard waste notification (YWN) owned and operated by the City of Randleman.
2. The facility is comprised of two areas separated by Applewood Road located prior to the City of Randleman
Wastewater Treatment Plant’s entrance gate.
3. The total area to be used for the YWN is < 2 acres.
4. Both operational areas of the facility are located on the same parcel of land.
5. Mr. Peeler stated that the facility will mulch only high carbon to nitrogen material and compost leaves to be
used primarily as a soil amendment.
6. The wood mulch area is located on the left and is ~ 1 acre and the compost area is on the right and is ~ ¾ acre.
7. The facility shall maintain records of the amount of material received.
8. Material accepted, in both areas, is required to be less than 6000 yd3 quarterly, processed and unprocessed material
combined.
9. The City’s leaf collection season is generally from late October until mid-January.
10. Mr. Peeler stated that it is expected that no more than 20 tandem dump truck loads of leaves will be accepted
annually.
11. The facility shall maintain compost [leaf] temperature records.
12. Temperature records shall be maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three days,
aerated to maintain elevated temperatures.
13. Windrow dimension should not exceed a height of 12 feet and a width of 20 feet (minimum dimensions of 6 feet
in height and 9 feet in width).
14. Ensure adequate fire lanes are maintained.
15. Access roads are of all-weather construction.
16. The wood mulch area is secured by a steel cable with lock.
17. The compost area is secured by a locked gate.
18. The facility has signage. Ensure it includes the YWN number (76-006), responsible person, and contact phone
number, etc.
19. The facility is also a conditionally approved Temporary Disaster Debris Staging Site (TDDSS), No. DS76-005.
20. The Yard Waste Notification shall be renewed annually, by June 1st.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
