The Solid Waste Section of the Division of Waste Management (the Division) has completed its
review of your Closure documents for Unit 1 listed below. The final report was submitted on your
behalf by ESP Associates, P. A. and documented that at least 12 inches of soil was used as final cover
and adequate vegetation has been established in accordance with 15A North Carolina Administrative
Code (NCAC) 13B .0566. Therefore, this facility is considered close. The operator for Unit 1 is Calvin
D. “Corky” McClure. The separate Unit 2 is operated by Doug Foster of Morehead LCID, LLC. All the
property is owned by the Charlotte Motor Speedway LLC.
