Dear Mr. Buck,
The NC Department of Environmental Quality, Solid Waste Section has completed a review of the
Landfill Gas Monitoring Reports dated February 28, 2017, March 7, 2017, April 20, 2017, May 15,
2017, and June 19, 2017 and all submitted on your behalf by Withers Ravenel, Inc. for the closed
unlined Town of Kernersville MSW Landfill, NC Solid Waste Permit Number 3404-MSWLF-1985. The
NC Solid Waste Section would like to commend the Town of Kernersville on your efforts regarding
groundwater corrective action and landfill gas corrective action at the closed landfill.
Due to continued methane gas exceedances, in 2013 the Town of Kernersville installed three landfill
gas monitoring wells and three passive landfill gas vents. The Town of Kernersville has continued to
conduct monthly methane gas monitoring of the landfill gas monitoring wells on the Town of
Kernersville property, however, methane gas exceedances are still documented at the property
boundary. This is a violation of 15A NCAC 13B .0503(2)(a).
As a result, the Town of Kernersville is required to prevent the migration of methane gas at the
property boundary and to ensure the protection of public health. Please submit a Landfill Gas
Corrective Action Plan Addendum to supplement the approved September 2013 Landfill Gas
Migration Corrective Action Plan (DIN 19831) within 120 days of receipt of this letter. If you have any
