Introduction
On behalf of Iredell County, Municipal Engineering Services Company, P.A. (MESCO) is pleased to present this
Groundwater Quality Assessment Near MW-21S Report at the Iredell County Subtitle D Lined Phase 3
Municipal Solid Waste Landfill (MSWLF). This brief report characterizes the hydrogeology and groundwater
quality in the area monitored by MW-21S which has been impacted by volatile organic compounds (VOCs). Since
the extent of contamination is believed to be delineated horizontally and vertically within the compliance boundary
and corrective actions to restore groundwater quality have voluntarily been initiated it is respectfully requested that
the SWS allow the unit to remain in detection monitoring.
Background
The Iredell County Subtitle D lined MSWLF, permit #49-03, is located at 354 Twin Oaks Road, Statesville, North
Carolina. The site location topographic map is depicted in the attached Figure 1. The lined MSWLF is comprised
of contiguous Phase 3 (inactive) & Phase 4 (active) which are treated as a single unit for reporting purposes. A
potentiometric map of the Phase 3 area constructed from groundwater elevation data for the uppermost aquifer
recorded during a recent event is shown on Figure 2.
Hydrogeology
MW-21S was installed as a type II water table well to a depth of approximately 41 feet below ground surface (bgs)
and screened in silt that bisects the water table. MW-21D was installed as a type III double cased well to a depth of
approximately 138.25 feet bgs screened entirely in gneissic bedrock. MW-38 was recently installed in October 2016
to delineate the horizontal extent of VOCs downgradient of MW-21S at the compliance boundary (250 feet from
edge of liner). MW-38 is a type II water table well installed to 35 feet bgs which is screened in silt that bisects the
water table. Boring logs are in Appendix A.
The calculated vertical hydraulic gradient between MW-21S and MW-21D during the last 6 events is upward
averaging (-0.01 feet/feet) as shown in Figure 3.
Movement of groundwater through the flow system is controlled by the hydraulic properties of the bedrock and
overlying regolith, the distribution of these properties and the distribution of potentiometric heads within the system.
Based on the potentiometric map, the average horizontal hydraulic gradients of the groundwater surface in the MW-
21S area over the last 5 events was 0.032 ft/ft. The average flow direction at MW-21S over the past 5 events was
S58E which is close to the direction of MW-38. Horizontal groundwater interstitial velocity flow rates at MW-21S
are consistently very low. Calculated average groundwater velocity at MW-21S ranged from 1 to 4 feet per year
during the last 5 events indicating a transport time of at least 47 years (year 2049) as opposed to the observed 12 years
(Figure 4).
Based on the horizontal hydraulic gradients and the permeability of the uppermost aquifer, groundwater flow in the
uppermost aquifer near MW-21S is expected to follow the same general trend as the groundwater surface and in the
direction perpendicular to the groundwater contours shown on Figure 2. Horizontal isotropic flow directions are
believed to be southeast towards the unnamed perennial tributary of Fourth Creek.
Groundwater Quality
Water quality at this facility has been monitored at least semi-annually since prior to operation in 2002 with all
historical data available and reviewed in support of this report. Contaminants above regulatory Standards and
attributed to an anthropogenic source have not been detected in any groundwater samples that monitor Phase 3
besides MW-21S. Beginning in July 2014, samples collected from MW-21S have contained concentrations of vinyl
chloride between 0.91 – 1.4 µg/L which is above the NC 2L Groundwater Standard (0.03 µg/L). During the most
recent event performed in July 2016 tetrachloroethene was also detected at 0.89 µg/L which is above the 2L Standard
(0.70 µg/L) but below the Solid Waste Section Limit (SWSL) therefore “j-qualified”. VOCs have never been
detected in excess of the “Federal Drinking Water Standard” (MCL). VOCs above applicable Standards have never
been detected in samples collected from the deeper adjacent cluster well MW-21D. However, samples collected from
MW-21D contained very low levels of carbon disulfide in 2003 and 2007. Anomalous detections of carbon disulfide
were common during that time period but have not been reported in any sample since which likely indicates false
positives. VOCs were not detected in a sample collected from MW-38 which was recently installed downgradient of
MW-21S along the compliance boundary. A table and graph of all historical VOC detections is on Figure 5. The
premier laboratory results from MW-38 are enclosed in Appendix B and results from MW-21S and MW-21D have
previously been submitted.
Corrective Measures Implemented
The preliminary transport mechanism of VOCs is believed to be landfill gas (LFG) not liquid leachate originating
from Phase 3. Some of the many lines of evidence indicating LFG as the source include the positioning of MW-21S
is hydraulically cross-gradient of the waste, calculated flow velocities are too slow to reach MW-21S already,
evidence of an overland flow release have not been observed, specific conductivity is low and presence of LFG
within the headspace MW-21S, adjacent migration probe MP-3A and from the LFG extraction trenches. Iredell
County has voluntarily initiated LFG extraction with the goal of improving groundwater quality near MW-21S. Two
passive trenches with vents were installed between the liner and MW-21S and a large trench with vents was also
constructed within the waste in March 2016. The trench within the waste was converted to a more efficient active
system by applying vacuum via the blower in July 2016. Approximate locations of the portions of the LFG
extraction system designed to remediate groundwater near MW-21S is shown on Figure 2.
