Dear Mr. Edge:

The NC Department of Environmental Quality, Solid Waste Section has completed a review of the
Sampling Plan for Leachate Release Assessment dated July 28, 2017 (DIN 28359) and submitted on behalf
of Robeson County by Joyce Engineering for the Robeson County Subtitle Landfill, Solid Waste Permit
Number 7803-MSWLF-1997. The plan was submitted in response to a leachate release at the landfill in
July 2017.

The Sampling Plan for Leachate Release Assessment includes soil sampling, surface water sampling, and
groundwater sampling. All samples will be analyzed for Appendix I of 40 CFR Part 258 constituents
(volatile organic compounds and metals). The County proposes to collect the samples within 10 business
days of Solid Waste Section approval of the plan. The results of the proposed sampling will be submitted
in a letter report within 30 calendar days of receipt of the final laboratory analytical report.
