Dear Mr. Church:

Pursuant to N.C.G.S. §130A-310.39, prospective developers participating in the North Carolina
Brownfields Program are required to pay a fee of $8,000.00 in the course of obtaining an agreement. This
includes an initial entry fee of $2,000.00, plus the final fee of $6,000.00, which is due before signing of the
brownfields agreement.

Please include a copy of this letter with your payment and/or list the Invoice number above on the
check for identification purposes. There will be a $25.00 processing fee assessed on all returned checks.
