DocuSign Envelope ID: 33EBA48F-6951-4CCB-A017-0B5267E0494E Johnston County Landfill Facility Inorganic Constituent Alternate Source Demonstration Report April 2017 Page 1 1.0 INTRODUCTION The Johnston County Landfill located on Country Home Road, off Hwy 210 near Smithfield, NC operates under Solid Waste Permit #51-03. The landfill facility consists of an active construction and demolition debris (C&D) landfill, closed Municipal Solid Waste (MSW) unlined landfill units Phases 1-4, closed Subtitle-D MSW landfill Phase 5, and active MSW Phase 4A. Phase 4A currently accepts MSW in a double-lined landfill located as a “piggy back” over the closed, unlined Phases 3 & 4. During the spring 2016 water quality monitoring event, elevated concentrations of inorganic constituents were noted. Some of these exceeded groundwater quality standards and NCDEQ requested1 Johnston County assess the source of these constituents. This report summarizes the assessment activities for these constituents and the results of this investigation. 1.1 Historic Groundwater Assessment Activities Routine semi-annual groundwater monitoring at the site has included groundwater sample analysis for total metals concentrations. Historically, elevated turbidity has been reported in conjunction with elevated total metals concentrations. During permitting for the C&D landfill at the site, the influence of turbidity on inorganic results was characterized in the Revised Groundwater Assessment Report2 which compared analytical results of filtered and unfiltered groundwater samples from piezometers installed at the site. This report concluded that inorganic constituents in the natural soils yielded biased-high total inorganic results when samples were turbid. Additional assessment of organic constituents was also included in the 2005 Revised Assessment report. A piggy-back liner system for Phase 4A and the lined C&D landfill were permitted and installed as a presumptive remedy for groundwater impacts at the facility. 2.0 SITE CHARACTERISTICS 2.2 Topography The Johnston County Landfill is located in the western portion of the Coastal Plain Physiographic Province. The facility is bounded in all directions by Middle Creek, its tributaries and associated wetlands. According to Geology of the Carolinas (Horton/Zullo, 1991) the Middendorf Formation comprises unfossiliferous, interbedded, thin clay and sand. The stratigraphy tends to be discontinuous indicating lenticular sediment deposits. Most sediments range from silty clay to coarse clayey sand and gravel with thin dense clay lenses. There are occasional concretions of iron oxide minerals that form hard thin layers within the sand layers. In general, the unconsolidated sediments logged during drilling events at the site contained medium to coarse sands with some silts and clays. The Middendorf Formation is underlain by the highly weathered metamorphic rocks of the Carolina Slate Belt. Topography controls the Middendorf Formation thickness, with the bottom being relatively flat-lying at elevations of approximately 170ft amsl. The unconsolidated sediment thickness ranges from approximately 65 feet to less than 10 feet in the lower elevations surrounding the landfill. 2.4 Hydrology The monitoring network at the Johnston County Landfill includes 20 well monitoring locations, five of which are categorized as assessment well monitoring locations, five surface water locations, located both up and downstream from the landfill on Middle Creek, four monitoring wells for the leachate lagoon and four leachate collection locations. Monitoring well MW5-1 serves as the background well for the site. Wells in the network vary from 15 to 50 feet deep. Figure 1 presents the groundwater monitoring network. Well details are summarized in Table 1. Available boring logs and well construction records are included in Appendix A. Depths to groundwater generally range from near the ground surface, adjacent to Middle Creek or one of its tributaries, to 35 ft. below grade in upland areas. The potentiometric surface map for the most recent sampling event is included as Figure 1. Groundwater flows generally north towards Middle Creek, and has been consistent for the duration of groundwater monitoring at the site. There are minor seasonal variations in the flow pattern, but the general direction is the same. Available groundwater flow velocities from the November event ranged from 0.015 ft/day (CDMW-3) to 0.535 ft/day (MW-9C). Average flow velocity from this event was 0.159 ft/day. 3.0 ALTERNATE SOURCE DEMONSTRATION Due to historical exceedances of inorganic constituents in monitoring wells at the site, a metals evaluation was performed to determine the source of these constituents. This assessment DocuSign Envelope ID: 33EBA48F-6951-4CCB-A017-0B5267E0494E Johnston County Landfill Facility Inorganic Constituent Alternate Source Demonstration Report April 2017 Page 3 included historic site turbidity data review, dissolved metals sampling and analysis and surface water inorganics analysis from the National Uranium Resource Evaluation (NURE) database. 3.1 Turbidity Turbidity is a measurement of the amount of suspended sediment in soil. This field measurement is useful for gauging the “cloudiness” of a sample. The more suspended sediments in the sample the more “cloudy” the sample will appear. 3.2 Dissolved Samples An additional sample was collected from each selected location, during the November routine semi-annual monitoring, for dissolved analysis. These samples were unpreserved and were filtered in the laboratory prior to metals analysis. The analytical procedure for total and dissolved metals is the same; the only difference is filtering to remove sediment from the sample before implementing the analytical method. The difference demonstrates if metals detections are biased by suspended sediments or are present in the groundwater chemistry. 3.3 NURE The National Uranium Resource Evaluation (NURE) program was initiated by the Atomic Energy Commission (AEC) in 1973 with the primary goal of identifying uranium resources in the United States4. The Hydrogeochemical and Stream Sediment Reconnaissance (HSSR) program (initiated in 1975) was one of nine components of NURE and included planned systematic sampling of surface waters across the entire United States. Sampling began in 1976; originally, all samples were only analyzed for uranium; however, additional elements, other than uranium, were authorized in 1977. Today this data presents chemical composition data divided by County or United States Geological Survey (USGS) quadrangle, for public use. 4.0 ALTERNATE SOURCE DEMONSTRATION RESULTS 4.1 Field Parameters Field parameters including turbidity were collected at the time of sampling during the November 2016 groundwater monitoring event. Turbidity values in MW-16D (119 NTU5), indicated significant sample turbidity in the sample collected this event. Historic turbidity values are not consistent in concentration or well location. However, locations with high turbidity measurements consistently have elevated metals concentrations at those locations. A turbidity summary including measurements since 2014 is included as Table 2. 4 From the National Geochemical Database, https://pubs.usgs.gov/of/1997/ofr-97-0492/index.html 5 NTU = Nephelometric Turbidity Unit DocuSign Envelope ID: 33EBA48F-6951-4CCB-A017-0B5267E0494E Johnston County Landfill Facility Inorganic Constituent Alternate Source Demonstration Report April 2017 Page 4 4.2 Laboratory Analysis To characterize the influence between suspended solids within groundwater samples (as evidenced by Turbidity measurements) and total inorganic constituent concentrations, S+G personnel included filtered sample analysis, for select locations, in the November 2016 monitoring event. Additional groundwater samples were filtered for analysis of dissolved antimony, arsenic, beryllium, cadmium, chromium, cobalt, lead, selenium, thallium and vanadium concentrations and a comparison of total constituent and dissolved constituent concentrations was made. Exceedance of 2L Standards: Three inorganic constituents were detected at concentrations above their 2L Standards when analyzed for total metals this event.  Arsenic (CDMW-9D)  Chromium (PM-1)  Lead (MW5-6, PM-1) Dissolved analysis results for these constituents decreased to non-detect or “J- qualified” values indicating metals concentrations were biased by naturally occurring suspended sediments that contain these constituents in collected samples. Exceedance of Groundwater Protection Standards: Three inorganic constituents were detected above their GWP Standards when analyzed for total metals this event.  Antimony (MW-15D)  Cobalt (CDMW-6, CDMW-7, CDMW-8, CDMW-9D, MW-6, MW-7B, MW-8D, MW- 9C, MW-11, MW-12B, MW-14D, MW-15D, MW-16D, MW-5-1, MW-5-2, MW5-5, MW-5-6 and PM-1)  Vanadium (MW-16D and PM-1) Dissolved results were primarily “j-qualified” or non-detect, similar to the total metals analysis. However, the antimony concentration was reported above its GWP Standard in the dissolved sample collected from MW-15D this event; indicating turbidity may not be an issue in all sample locations. Note that detected antimony concentrations are below the SWSL and the Federal Maximum Concentration Limit (MCL) for this constituent. Cobalt concentrations decreased in the majority of wells, however not below the GWP Standard. Cobalt concentrations from total metals analysis, in background monitoring well MW5-1 are reported at 2.5 ug/l, which is above the 1ug/l GWP Standard for this constituent, indicating naturally occurring concentrations of cobalt are above the GWP Standard for this site. Vanadium concentrations in dissolved samples were below the GWP Standard indicating these concentrations were biased by naturally occurring suspended sediments in collected samples. DocuSign Envelope ID: 33EBA48F-6951-4CCB-A017-0B5267E0494E Johnston County Landfill Facility Inorganic Constituent Alternate Source Demonstration Report April 2017 Page 5 These dissolved inorganic constituent results confirm that detections of arsenic, chromium, lead and vanadium are biased by suspended solids that contain these constituents in the collected groundwater samples. Antimony concentrations in MW-15D were not reduced in the dissolved sample therefore cannot be attributed to naturally occurring suspended sediments in collected samples. However the detected concentrations are below the SWSL and the Federal MCL for this constituent. A table comparing total metals with dissolved metals concentrations is presented as Table 3. 4.3 NURE Data The Johnston County Landfill is located in the USGS Powhatan, NC quadrangle6. National Uranium Resource Evaluation (NURE) Hydrogeochemical and Stream Sediment Reconnaissance data was downloaded from usgs.gov for locations within this quadrangle. There were 11 locations with available data. NURE data for sediment samples was reviewed for concentrations of arsenic, chromium, cobalt, lead and vanadium. Antimony was not reported in any of the NURE samples collected for this quadrangle. Concentrations for arsenic were reported at 3 locations up to 14ppm; concentrations for chromium were reported for all 11 locations with concentrations up to 15 ppm; cobalt concentrations were reported for all locations up to 27 ppm; lead was reported as <10 ppm for all 11 locations and vanadium concentrations ranged from 20 to 80 ppm across these locations. Table 4 presents the NURE data. 5.0 ONGOING CORRECTIVE ACTION As stated in Section 1, the Johnston County Landfill Facility consists of both an unlined and a lined landfill. Phases 3 and 4, in the unlined landfill, are currently in corrective action for previously identified groundwater impacts through the installation of a presumptive remedy cover in the form of piggy-back landfills. Phase 4A is a double lined landfill that straddles the area between unlined Phases 3 and 4. Additionally, a lined C&D landfill is constructed as a piggy-back over the outer side of Phase 3. Phase 3 also has a geosynthetic clay liner (GCL) “beanie cap” over the top. Phase 4 is covered with the liner of Phase 4A, and also has a geomembrane cover over a significant portion of the landfill. The presumptive remedy cover is employed to limit stormwater infiltration into the waste and reduce leachate production from the unlined cells. The use of a presumptive remedy cover is approved as a general corrective action strategy for landfills by the U.S. EPA. 6 USGS, Powhatan Quadrangle, North Carolina – Johnston County 7.5 Minute Series, 2016 DocuSign Envelope ID: 33EBA48F-6951-4CCB-A017-0B5267E0494E Johnston County Landfill Facility Inorganic Constituent Alternate Source Demonstration Report April 2017 Page 6 6.0 CONCLUSIONS AND RECOMENDATIONS Based on historic turbidity field measurements, filtered samples for inorganic constituent analysis, and NURE data we make the following conclusions:  Elevated arsenic, chromium, lead and vanadium concentrations in groundwater samples are due to suspended sediments in the collected samples and are not elevated due to landfill related activity.  Cobalt concentrations are also elevated due to suspended sediments and naturally occurring cobalt in sediment/soil samples from NURE data.  Antimony in MW-15D is below the SWSL and MCL, but above the GWP standard. The concentration (which is just above the GWP) does not appear to be due to suspended sediments in the sample.  Historical assessment at the site corroborated the conclusion that turbidity biased the inorganic analytical results high.  Phases 3 and 4 of the landfill are utilizing piggy-back lined landfills as presumptive remedy covers, as well as GCL and geomembrane covers to limit infiltration of storm water into the waste. Based on the above conclusions and the current use of presumptive remedy cover for on-going corrective action at the site, no further action is recommended at this time.
